Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the supervision of the Associate Director of Training 1, the Training Specialist 2 manages training programs and oversees the administrative functions of the Training Office. This includes supervising staff, developing and delivering training, managing learning management systems, ensuring compliance with mandatory training, evaluating training effectiveness, and maintaining training resources and schedules.
Duties include and are not limited to:
•Supervise clerical and/or training staff and oversee the administrative functions in the Training Office.
•Prepare proposals for training programs utilizing funds provided by the Agency Training Partnerships and Office of Employee Relations (OER).
•Present and organize training courses developed both in-house and through the Agency Training Partnerships and OER.
•Act as a Primary SLMS Administrator and administer training records in the Statewide Learning Management System (SLMS) for ITS employees and contractors.
•Oversee vendor education Learning Management Systems (LMS), including administration, reporting, and becoming a subject matter expert on functionality.
•Ensure compliance with mandatory training programs and provide accurate training compliance reports to agency leadership
•Evaluate and maintain data on training courses using questionnaires, reports, and other methods.
•Deliver training on a variety of topics to meet the needs of the agency.
•Maintain training room reservation and needs, including equipment.
•Maintain training schedule for in-person and webinar led classes.
•Travel may be required.
•Other duties as assigned.
Minimum Qualifications One year of permanent competitive service as a Training Specialist 2, G-23, or in a title at G-21 or above deemed administrative under Section 52.6 of the Civil Service Law, or in a title approved for transfer to this title under Section 70.1 of the Civil Service Law.
OR
Provisional Pending Exam Minimum Qualifications:
Three months of permanent competitive or 55-b/55-c service as a as a Training Specialist 1, Training Specialist Trainee 1, Training Specialist Trainee 2, Agency Training and Development Specialist 1, Agency Training and Development Specialist Trainee 1, Agency Training and Development Specialist Trainee 2, Human Services Training Specialist 1, Human Services Training Specialist Trainee 1, Human Services Training Specialist Trainee 2;
OR
Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent- permanent competitive, or 55b/c service as a Training Specialist 1.

Positions located in New York City, will receive an additional $4,000 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $2,000 adjustment location pay.
