Duties Description DUTIES AND RESPONSIBILITIES:
Under the direction of the Park Manager 1, SG- 18 at Lake Taghkanic State Park, the selected candidate’s duties will include, but not be limited to:
Supervises permanent, temporary, and seasonal personnel.
• Orients new staff and trains subordinate seasonal staff on work procedures and practices.
• Schedules, assigns and tracks work, providing clear directions and guidelines.
• Completes performance evaluations and discusses performance expectations with employees in a timely manner. Works with upper management to initiate disciplinary measures as needed.
• Assists staff in performing tasks and resolving work related problems.
• Assists in emergency situations by directing staff and assigning work to mitigate potential problems.
Performs administrative duties in support of the facility.
• Assists Park patrons by providing park information, handling complaints, responding to facility use requests and issuing special permits.
• Manages office transactions including collecting funds and reconciling receipts.
• Prepares various reports including attendance, revenue and motor vehicle requests.
• Monitors and reconciles transactions for park inventory, requisitions and purchases for materials, tools, recreational/operational equipment and supplies.
• Performs routine office tasks such as filing, alphabetizing, copying, and using standard office equipment.
• Utilizes various computer software programs such as email, databases, word processing applications, electronic filing systems to complete assignments and maintain organization.
• Prepares seasonal payroll and distributes to regional office staff.
• Performs routine building structure maintenance, plumbing, painting or finishing furniture
• Maintains safe conditions of roads, walkways, trails, picnic tables, benches, and park equipment, performing restoration/ repair if needed.
• Ensures safety of patrons by assessing and removing dead trees/limbs by cutting, trimming, pruning and splitting using chain saws, pole saws, and chipper.Plans, directs, and assists with minor rehabilitation and construction projects.
• Maintaining safe conditions of parks may include loading trucks with debri, logs, dirt, cargo by hand and may include equipment such as tractors, bobcats, backhoes, dozers, plows, and snow removal equipment.
Minimum Qualifications MINIMUM QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55b/c, candidates must meet the open-competitive minimum qualifications for the position. The qualifications are:
1. three years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level.
Or 2. an associate's or higher-level degree or 60 college semester credit hours AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*
*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
Competitive Minimum Qualifications:
Appointment from an Eligible List:
Candidates may qualify for a permanent competitive appointment if reachable from the appropriate Civil Service list.
Reassignment:
Current Office of Parks, Recreation and Historic Preservation employees with one year of permanent, contingent-permanent, or 55 B/C service as a Park Supervisor 1 may be eligible for reassignment.
70.1 Transfer Qualifications:
Candidates serving in a title that is eligible for 70.1 transfer may also be appointed on a permanent basis.
Additional Comments:
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

Additional Comments OPERATIONAL NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment. If not licensed at the time of appointment, the appointee must obtain a driver’s license without restrictions or conditions within the term of probation
• Ability to lift, carry and /or move equipment or materials of different weights and sizes and the ability to stand for long hours.
• Position may require working in inclement weather.
• Must have the ability to read and understand written material and instructions and have effective communication skills.
• Must complete Game of Logging (Levels 1 and 2) or approved equivalent by the end of the probationary period or at the next class offering as a term and condition of employment.
