Duties Description The incumbent will support the Disaster Recovery Programs Public Assistance Section. The duties include, but not be limited to:
• Develops and maintains knowledge of all applicable state and federal laws, rules, and regulations relating to recovery programs and grant administration. Act as a resource and share knowledge and expertise with subordinate staff, internal/external agency stakeholders and applicants.
• Understands federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.
• Monitors FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, not-for-profit organizations, and staff.
• Understands program policy and priorities in support of DHSES Disaster Recovery Programs goals.
• Facilitates, participates in, and delivers trainings and workshops to inform and educate on Disaster Recovery Programs in a wide variety of professional forums to applicants, peers, elected officials, local and non-profit organizations.
• Provides direct guidance to state agencies, local governments, and not-for-profit organizations on Disaster Recovery Programs objectives, strategies, rules, and regulations.
• Active in discussions and monitors trends on policy and program changes and the implications for states and subgrantees.
• Interfaces on a regular basis with FEMA and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.
• Compiles data and draft program and financial disaster specific section letters and reports on the status of programs, projects and funds, responses to FEMA, state agencies, and applicants as directed.
• Drafts project narratives, identify expenses and review for eligibility and accuracy for reimbursement, and reconciliations of the same.
• Attends meetings with FEMA, state agencies, and applicants as needed.
• Develops and provides comprehensive written and verbal special reports and analyses for DHSES and State leadership.
• Perform other duties and special projects as required.
• Supports and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters.
• Travel may be required (approximately 15%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the position.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.
This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.
**DHSES Program Administrator level requirements:
DHSES Program Administrator Trainee 1 (equated to SG-14) - 4 years of qualifying experience*
DHSES Program Administraitor Trainee 2 (equated to SG-16) - 5 years of qualifying experience*
DHSES Program Admin 1 (SG-18) - Six years of qualifying experience*
Substitution: An associate degree can substitute for two years of qualifying experience; a bachelor’s degree can substitute for four years of experience; a master’s degree can substitute for five years of experience; and a doctorate can substitute for six years of experience.
*Qualifying experience must be in one or more of the following areas:
• Administration of federal, state or locally funded grant programs
• Preparing and processing applications for disaster mitigation/recovery projects
• Processing requests for grant project payments and performing financial reviews required for final payment
• Damage assessment and identification of appropriate assistance funding programs
• Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies
OR
Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a DHSES Program Admin 1, Trainee 1, Trainee 2 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 11 and eligible for transfer under Section 70.1, 70.4 or 52.6 as appropriate of the Civil Service Law.

Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
