Duties Description In collaboration with the Park Management team, this position will play a critical role in ensuring the success of the recreation facility. The Park Manager 2 will serve as second in command of the facility.:
• Coordinate all aspects of park operation, including but not limited to pool operation, facility and grounds maintenance, environmental education, special events, concession management, friends group management, health & safety, incident management, communications, park promotion and public relations.
• Conduct regular and methodical inspections of park systems and facilities to promptly identify needs for timely maintenance and repair.
• Coordinate with Park Manager 3 to identify capital priorities to ensure that needs for maintenance and repair are promptly addressed in a manner which avoids disruption of park operations.
• Coordinate with contractors to supervise projects and ensure compliance with all OPRHP rules and protocols.
• Assist the Park Manager 3 with developing and managing budgets for Temporary and Seasonal (T&S) staff, Non-Personal Services, Enterprise, and Natural Heritage Trust.
• Hire, train, and supervise staff, ensuring they are properly equipped and trained to perform their duties as well as ensure safe practices are being followed.
• Set standards, assign tasks based on the daily operational needs of the park, evaluate staff, and arrange for necessary training and development.
• Plan, assign, and assist with the creation and completion of projects, and perform various health and safety, security, maintenance, and operational duties.
• Manage natural resources challenges as well as operations related to invasive species, water quality, trails, etc.
• Determine needs for purchasing materials, equipment, and supplementary contractor services for required maintenance and repair of buildings, mechanical systems, fixed equipment, and grounds.
• Assist with concert operations (Parking, Traffic Control, Emergency Management) and coordinate with event staff for large park events.
• Perform other related duties and responsibilities as assigned.
Minimum Qualifications NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either A. seven years of experience working in a park, recreational facility, or campus* including two years of managerial experience;**
Or B. a bachelor's or higher level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND three years of experience working within a park, recreational facility, or campus* including two years of managerial experience.**
*a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic facilities, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.
**Managerial experience is defined as directing or administering at least three of the following functional areas within a park, recreational facility, or campus: administration (business, personnel, finance); environmental education/interpretation; maintenance; planning; programming; or public relations/visitor services. Your application must clearly describe your managerial experience in three functional areas.
If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
55-b/c Information:
Current permanent non-competitive state employees certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

Currently reachable on the Park Manager 2 eligible lists.
Reassignment Qualifications:
You must be a current New York State Office of Parks, Recreation and Historic Preservation (OPRHP) employee with one year of permanent, competitive, or 55-b/55-c service as a Park Manager 2, SG-21.
52.6 Transfer
Qualifications:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer.

Additional Comments OPERATIONAL NEEDS:
• Must possess and maintain a valid NYS driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Ability to work outdoors in varying weather conditions.
• Must be willing to keep current on all mandated safety trainings including First Aid and CPR/AED.
• Must have attended or be willing to attend the Facility Manager’s Institute at the next available opportunity.
• Must be proficient with MS Outlook, Word and Excel. Experience with Statewide Financial System, Asset Management System, Attendance and Revenue programs is preferred but not required.
• Must have the ability to follow directions and communication in a positive manner with staff and the public.
• Must be able to communicate orally with other staff and park patrons; and to communicate in writing and read and comprehend written material.
• This position requires the candidate to be available weekends, holidays, and occasional evenings.
