Duties Description As a Business Officer 2, you would function as the principal assistant to a Business Officer 3 providing management direction and control of business administration, fiscal and support service activities. Under direction, you will coordinate activities with clinical program supervisors to ensure they are supportive of facility treatment objectives. Within this framework incumbents plan, organize, direct, and control the principal activities of all support departments (excluding the facility Personnel Office); oversee the preparation of the facility’s annual other than personal service (OTPS) budget requests and the personnel service budget requests for support departments; oversee the expenditures of accounting for funds appropriated in the annual budget; prepare and monitor facility contracts with other providers of support or clinical services; and assist clinical program supervisors with the evaluation, utilization, leasing and control of program space on and off the facility campus and/or community operations settings.

Minimum Qualifications Open to current NYS employees:
Candidates must be reachable for appointment on the appropriate Civil Service eligible list;

OR

Candidates must have permanent status as a Business Officer 2 and be eligible for lateral transfer;

OR

Candidates must be eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title;

OR

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Mental Health of our intention to conduct a non-competitive promotion examination for the position of Business Officer 2 at New York State Psychiatric Institute. Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Business Officer 2 consists of candidates who have 1 year of permanent service in the following titles listed in Group A or Group B:

A. Business Officer 1, Business Officer Trainee 1, or Business Officer Trainee 2

B. . Administrative Specialist 1, Assistant Office Services Manager, Contract Management Specialist 1, Head Account Clerk, Health Facilities Management Assistant, Human Resources Specialist 1, Nutrition Services Administrator 1, Purchasing Agent, Senior Accountant, Senior Auditor, Senior Budgeting Analyst, Senior Health Care Fiscal Analyst, Resource and Reimbursement Agent 1, or Resource and Reimbursement Agent 2.
