Duties Description The Research Scientist 3/4 (RS 3/4) in the New York State Department of Health’s (the Department) Office of Health Services Quality and Analytics, Bureau of Vital and Health Statistics will help to ensure that all New Yorkers irrespective of their person and care setting will have access to health care services that are safe and of the highest quality consistent with the best available evidence. The RS 3/4 will work in the Bureau of Vital and Health Statistics to help the Office meet its responsibilities to promote health care quality and patient safety through a variety of data-driven means including health care services research and analysis, quality metrics, development of public data sets, and ad hoc projects.

Projects include, but are not limited to:
Development of research, analysis, reporting, and evaluation activities for the federal Advancing All-Payer Health Equity Approaches and Development (AHEAD) project. This eleven-year, total cost of care model will be implemented in five downstate counties with an aim to increase investment in primary care, provide financial stability for hospitals, and support beneficiary connection to community resources.

In addition, this position will support the development of public data sets, Tableau visualizations and dashboards using All Payer Data (APD) and other data; Development and validation of data integration from large data systems for research activities; Development of processes and methodologies to evaluate data utility and quality; Application of quality metrics for evaluation of care, outcomes, costs across payers, service types, facilities, and geography; Conduct analyses on primary care, and other emerging health priorities; Development of statistical briefs, peer-reviewed manuscripts, and technical documentation; Supervise research staff.

If appointed as a Research Scientist 3, the incumbent would receive guidance in the planning and development stages of these duties from the supervisor; if appointed as a Research Scientist 4 level, the incumbent is expected to take responsibility for these duties with only occasional reference to the supervisor.

Minimum Qualifications Research Scientist 3, SG25:
Non-Competitive Candidates: A bachelor's degree in mathematics, statistics, engineering, biostatistics, public health, epidemiology, health informatics, data analysis, public administration, government analytics, social sciences or related degree. Related degrees may include economics, computer science, bioinformatics, physics, genetics, social sciences, analytics, or engineering; AND four years of professional research experience** in an appropriate field.

Research Scientist 4, SG27:
Non-Competitive Candidates: A bachelor's degree in mathematics, statistics, engineering, biostatistics, public health, epidemiology, health informatics, data analysis, public administration, government analytics, social sciences or related degree. Related degrees may include economics, computer science, bioinformatics, physics, genetics, social sciences, analytics, or engineering; AND five years of professional research experience** in an appropriate field.

**Substitutions: A master's degree in an appropriate field may substitute for one year of experience, and a Ph.D. in an appropriate field may substitute for an additional year of experience.

Preferred Qualifications: Strong statistical and data management skills. Demonstrated experience in data analysis, management, and validation. Proven experience developing statistical programs in SAS, SQL, or R to compose research and reporting databases for the application of higher order analysis. Knowledge of statistical methods and their application for predictive analytics. Experience developing and applying algorithms to link health care data across multiple data sources. Experience with large database management. Proven experience analyzing health care claims data or other administrative data sources. Experience with visualization software such as Tableau is a plus. Excellent communication, organization, and program management skills. Ability to work independently and in a fast-paced team environment.
