Duties Description Under the direction of the Executive Director, the Executive Deputy Director is responsible for policy making, budgeting, planning, managing and coordinating all activities of the New York State Justice Center. Duties include, but are not limited to, the following:
1. Act on the authority of the Executive Director to oversee projects that typically require cross-functional/organizational collaboration and resource allocation.
2. Provide ad-hoc analysis and decision-making support to the Executive Director and other Executive Level staff.
3. Respond to issues that arise, both internally and externally. Disseminate information and communicate ideas and policies on behalf of the Executive Director.
4. Develop agency operating plan, measuring progress and performance against the overall agency strategic plan.
5. Coordinate activities, set agendas, and summarize deliverables for Senior Staff Meetings, Leadership Team Meetings, General Staff Meetings, and other meetings attended by the Executive Director.
6. Represent the Executive Director at meetings, conferences, public events, etc., as needed.
7. Track strategic initiatives by monitoring progress towards meeting goals and achieving benchmarks, analyzing data, ensuring follow-through and sustaining momentum needed to drive the initiatives.
8. Provide leadership, direction and vision for strategic planning and policy development.
9. Manage priorities set by the Executive Director including design and execution of early stage projects and initiatives.
10. Coordinate and integrate the activities of Senior Staff in the development and implementation of policies and procedures.
11. Monitor departmental and individual progress towards annual goals, recommend action, and advise Executive Director concerning interventions as necessary.
Minimum Qualifications Preferred Qualifications:
At least five to seven years of executive experience in leading teams and high-level management in a complex government organization. Bachelor’s degree required, an advanced degree (e.g., Juris Doctorate, Master of Public Policy, Master of Business Administration, Master of Public Administration, Master of Social Work) preferred.
In addition, the ideal candidate will possess the following knowledge, skills, and abilities:
• Demonstrated commitment to the mission and vision of the Justice Center and people with special needs.
• Knowledge of the service delivery system under the Justice Center’s jurisdiction and the stakeholders that the agency regularly works with, including State agencies, service providers, law enforcement agencies, advocacy groups, families and individuals receiving services.
• Exceptional management skills and ability to make strategic decisions pertaining to staff and procedures across a complex governmental entity with administrative, operational, and regulatory responsibilities.
• Demonstrated experience leading and overseeing government operations, including management of personnel, budget, data systems and policy development. Must have ability to manage crises and emergencies and within tight timelines and under pressure.
• Critical decision-making skills with the ability to process information and commit to a definite course of action, while also delegating authority where appropriate.
• Experience with formal project and portfolio management, with the ability to implement change management across the agency.
• Effective communication and responsiveness with advanced written and oral communication skills, and a high degree of responsiveness.
• Demonstrated commitment to leadership and professional development of self and others within the agency combined with a demonstrated commitment to and ability to use an equity lens and framework to create inclusive, diverse, and safe workspaces.
