Duties Description Under the general direction of the Real Property Analyst 2 or other higher-level manager, the incumbent will assist with the valuation of complex real estate property statewide. Incumbent must be willing to travel to selected real estate sites within their assigned region based on the demands of the Regional Support Unit. Estimated 20% travel – weekly March through November, with occasional overnights. Working knowledge of the RPS system is strongly preferred.
The essential functions may include but are not limited to:
•Field collection of inventories through property inspections and other approved methods utilizing GIS, Costar and any available software typically used in the appraisal industry. Incumbent will be responsible for field measurements of improvements and taking photographs of the assigned subject properties as well as any comparable sales and rentals within their assigned region;
•Analyze and evaluate pertinent market data for the completion of market survey and advisory appraisals;
•Review surveys, aerial images and tax maps to assist in developing acreage estimates and economic unit verification;
•Analyze existing inventory reports and make inventory changes within the current RPS system;
•Utilization of the Cost Valuation Module within RPS to develop Cost Approach values;
•Gather and analyze sales/rents, detailed structural information, and market derived income and expense information used to appraise property in accordance with the Division’s uniform procedures and guidelines;
•Meet with local assessors to collect property inventory records. Meet with municipal building department representatives to verify recent building permit activity;
•Conduct training sessions for regional and central office staff and local assessors about market value surveys, commercial data collection and field review procedures;
•Draft detailed documentation to support appraisals and detailed appraisal narratives and maintaining work files for all Regional Support Unit activities;
•Supervise support staff and may train and mentor staff, as needed;
•Adhere to the time and attendance regulations of the Department.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITVE MINIMUM QUALIFICATIONS (NY HELPS)
This position may be filled as a two-year traineeship. Please note that advanced placement in the traineeship is at the discretion of the hiring agency. Your resume and education should clearly indicate how you meet the minimum qualifications below.
• Trainee 1 is equated to SG-14, starting salary is $53,764
• Trainee 2 is equated to SG-16, starting salary is $59,994
• Journey Level SG-18 starting salary is $66,951
Real Property Analyst Trainee 1 (SG-14): A bachelor’s or higher degree.
Real Property Analyst Trainee 2 (SG-16): A bachelor's degree and one year of professional experience in the collection, review, and reconciliation assessment and real property data and the appraisal and analysis of all types of real property. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Real Property Analyst 1 (SG-18): A bachelor's degree and two years of professional experience in the collection, review, and reconciliation assessment and real property data and the appraisal and analysis of all types of real property. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
COMPETITIVE MINIMUM QUALIFICATIONS
Current NYS employees eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.
OR
Immediately reachable on the PCO or PATT eligible list for Albany, NY.
