Duties Description Under the supervision of the Assistant Director, the Administrative Specialist 2 manages training programs and oversees the administrative functions of the Retirement Services’ (RS) Employee Development Unit. This includes supervising staff, developing and delivering training, managing learning management systems, ensuring compliance with mandatory training, evaluating training effectiveness, and maintaining training resources and schedules.

Workforce Development
• Work with bureau management to build and sustain various training initiatives that contribute to organizational awareness and foundational skills for employees and supervisors.
• Manage technical training support related to RS’ pension benefit administration system including internal and external job aids.
• Evaluate change impacts related to process, policy, training, or communications and make recommendations for change management activities.
• Oversee training program and course development to meet identified needs by determining content, presentation method, and materials.
• Develop and deliver training on a variety of topics to meet the needs of the division.
• Evaluate effectiveness of trainings using surveys and/or questionnaires, reviewing objectives and modifying content as needed.
• When needed, prepare a budget for resources required, and program costs necessary, for running and funding all Division training programs.
• When needed, research available outside vendors for identified courses, review lesson plans, and prepare required documentation for Division of Finance approval.
• Oversee the distribution of training announcements across the Division.
• Manage Division administration of the Statewide Learning Management System (SLMS) and LinkedInLearning.
• Review available online training (LinkedIn Learning) and other resources to make recommendations for staff, both individual and for groups.

Supervision & Special Projects
• Supervise professional and paraprofessional Unit staff.
• Manage, supervise, train and mentor Unit staff and support staff member’s development.
• Participate in all aspects of the employee lifecycle for Employee Development Unit staff.
• Participate in staff development initiatives for the Bureau as well as the Division.
• Participate in the Bureau’s management team.
• Perform additional tasks as needed.

Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Transfer:
For 52.6 transfer to an Administrative Specialist 2 SG-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
