Duties Description • This position resides on the e-Collaboration team in the Bureau of Software Platforms within the Chief Information Office.
• Support existing Microsoft 365 environment and requests including, but not limited to:
o Providing customer support for Outlook, calendaring, Teams, and SharePoint sites for customers.
o Creating and maintaining shared mailboxes, distribution lists, Microsoft 365 groups, Teams, and SharePoint sites.
o Providing support for any project involving a Microsoft 365 product.
o Assisting customers with Microsoft 365 applications including, but not limited to:
? Planner
? Forms
? Lists
? Bookings
? Power Apps
? Power Automate
? Power BI
o Assisting with requests filed by Computer Security Incident Response Team (CSIRT).
• Prepare reports using Microsoft 365 Administration Center.
• Document and test upgrades and new features in Microsoft 365.
• Assist the Microsoft 365 project team with rolling out future phases, including but not limited to:
o SharePoint.
o OneDrive for Business.
o Data Loss Protection.
o Sensitivity Labels.
• Fulfill data requests using Microsoft 365 eDiscovery tool.
• Participate in on-call rotation responsibilities associated with the e-Collaboration team.
• Create new users as requested from onboarding requests.
• Modify existing documentation.
• Administer Lotus Notes servers and databases.
• Participate in developing and preparing employee performance evaluation assessments and provide performance feedback at frequent intervals.
• Participate in the development, organization, and scheduling of training activities for staff and new hires.
• Participate in the development of, and support the adherence to, all Chief Information Office goals and standards.
• Maintain and support Proofpoint mail relay system.
• Maintain and support Rightfax system.
• Collect information on existing and new application features.
• Prepare documents for various customers, technical and non-technical.
• Create and modify documentation and procedures for new and existing processes
• Create documentation and procedures for new and existing processes.
• Modify existing documentation as needed.

Non-Competitive Qualifications for appointment under the NY HELPS Program:
For appointment to an Information Technology Specialist 3 (SG-23), you must have:
1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.
OR
2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive Promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2.

NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
