Duties Description St. Lawrence Psychiatric Center (SLPC); a Joint Commission accredited NYS Office of Mental Health (OMH) facility, is recruiting a Deputy Director, Psychiatric Center 1 – Operations (DDPC 1 – Operations) who will serve as the Director of Child and Adolescent (C&A) Inpatient & Outpatient Treatment Services.

The Director of C&A Inpatient & Outpatient Treatment Services serves as an essential member of SLPC’s Executive Leadership Team. Under the general direction of the Executive Director and in close collaboration with the Clinical Director and Quality Director, the Director of C&A Inpatient & Outpatient Treatment Services is responsible for the program operations of all SLPC’s C&A inpatient and outpatient program operations including:

• Participating in the development of SLPC’s short and long-term goals.
• Designing, developing, evaluating, and ensuring the effective operation of SLPC’s C&A inpatient and outpatient services.
• Establishing policies and procedures to ensure efficient and effective C&A service delivery.
• Ensuring that all C&A services provided are consistent with the current vision of the Executive Teams in OMH Central Office and at SLPC.
• Ensuring the maintenance of safe environments for patient care with a focus on cultural competence, community care, and recovery.
• Monitoring and overseeing staffing, assignments, and work schedules to ensure quality C&A patient care.
• Ensuring C&A service delivery complies with OMH guidelines and regulatory agency standards.
• Supervising and coordinating activities of subordinate managers in C&A inpatient and outpatient programs.

Minimum Qualifications Candidates who meet the qualifications listed below may apply.

Education
Master's degree in a mental hygiene discipline (including physician assistant, occupational therapy, physical therapy, social work, speech pathology and audiology, communication disorders, psychology, recreation therapy, rehabilitation counseling, education, nursing), hospital administration, community mental health, business or public administration or other administrative area specifically related to health care, behavioral or social science or a valid license to practice medicine in New York State or Canada.

AND

Experience
Six (6) years of administrative, consultative, or supervisory experience in a mental health program, two years of which must have been managerial experience, including one or more of the following:

1. One (1) year of satisfactory experience in a position as administrative head of a multi-disciplinary treatment team;

OR

2. One (1) year of satisfactory supervisory, professional, or administrative experience in the development, operation, and/or implementation of the mental health service delivery system for State facilities, counties, or local/private agencies in two (2) or more of the following areas: program development, management procedures, community organization, resource planning, funding, program proposals, advisory boards, consumer and community advocacy and intergovernmental relations.

Additionally, all candidates must be eligible to participate in Federal health care programs (e.g., Medicaid). Individuals excluded from participation in these programs will not be considered.
