Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Associate Accountant, G-23; OR employees with one year of permanent competitive service in a title designated appropriate for transfer under Civil Service Law Section 70.1, such as Associate Auditor, G-23; Associate Accountant State Accounts & Systems, G-23; Associate Health Care Fiscal Analyst, G-23; Associate Medical Facility Officer, G-23; and Employment and Training Fiscal Auditor 2, G-23. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Duties Description Under the direction of an Assistant Director of Financial Administration, the duties of the Associate Accountant include, but are not limited to, the following:
• Supervising a staff of professional accountants and clerical support personnel in a growing accounting operation;
• Independently performing accounting and/or auditing work that requires a high degree of independent judgment and advanced accounting knowledge;
• Assisting with the preparation of Annual Financial Statements and all the supporting schedules;
• Preparing monthly cash and banking reconciliations;
• Assisting in the preparation and assembly of data as needed for special reports and analysis;
• Maintaining logs of service usage and consultant invoices;
• Maintaining financial accounting records using the NYS Statewide Financial System (SFS), the NYS Statewide Capital Assets Accounting System (SCAAS), the Business Service Center (BSC), and Service-Now's ITSM application;
• Developing and monitoring capital asset depreciation schedules;
• Working with agencies such as Division of the Budget, Office of State Comptroller, and Office for General Services;
• Participating in annual development of the Chart of Accounts; supervising the processing of accounts receivables and accounts payables;
• Producing accounting entries for internal, external, and bulkload service customers;
• Developing and maintaining cost allocation methodologies and accounting systems to track and distribute costs for rate setting and billing related to Federal reimbursement;
• Performing duties ancillary to those described above and other duties as necessary.
