Duties Description This position is located in the Niagara Region of the NYS Office of Parks Recreation and Historic Preservation (OPRHP). The incumbent of this position will work in the Training Unit assigned within the Human Resources Management Bureau and will serve as the agency Statewide Learning Management System (SLMS) Administrator and coordinator for all Office of Employee Relations (OER) mandated training. The incumbent will plan and/or assist to organize, develop, conduct, and evaluate training and development programs to improve performance of agency operations.
Duties include but are not limited to:
• Functions as the agency SLMS Administrator and coordinator for all OER mandated training.
• Serves as the lead trainer for various agency-specific and mandated courses and manage training projects.
• Prepare reports on employee participation and compliance with OER and DMV mandated training.
• Utilize SLMS to its fullest potential to develop and monitor individual and group-based training progress.
• Facilitate other training opportunities from outside organizations such as OER, other agencies, and private training vendors.
• Facilitate development opportunities through union partnerships including CSEA (Civil Service Employees Association) and PEF (Public Employees Federation).
• Build and or assist with building, maintaining and adapting existing curriculum, to provide for staff training needs.
• Develop a repository of training offerings.
• Ensure employee training records are maintained properly and accurately.
• Attend professional development activities of the Training Council and report back on new trends. Network with other agencies.
Minimum Qualifications FOR PERMANENT APPOINTMENT VIA ELIGIBLE LIST APPOINTMENT OR TRANSFER:
Candidates must be reachable on the current Training Specialist 2 Civil Service Eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
52.7 Non-Competitive Promotion (NCP) Qualifications:
It is the intention of the Office of Parks, Recreation and Historic Preservation (OPRHP) to fill a permanent competitive position of Training Specialist 2 in the Niagara region located at 3160 DeVeaux Woods Drive Niagara Falls, NY 14305.
The promotion minimum qualification for appointment are: One year of permanent competitive, non-competitive NY HELPS*, or 55b/c service as a Training Specialist 1, SG-18. The established promotion field is limited to those serving in the Training Specialist 1, SG-18.
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made via non-competitive promotion (NCP), pursuant to Section 52.7 of New York State Civil Service Law.
Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Training Specialist 2 promotion exam, if said exam was held within the last four years.
PROVISIONAL QUALIFICATION:
In the absence of a viable eligible list with three or more candidates willing to accept appointment a provisional appointment may be considered. For a provisional appointment candidates must have one year of permanent competitive, non-competitive (NY HELPS), or 55b/c service as a Training Specialist 1, Agency Training and Development Specialist 1, Human Services Training Specialist 1, Training Specialist 1 (Mental Hygiene), Training Specialist 1 (Nursing), Local Government Specialist 1, Supervising Equipment Operator Instructor, Mental Hygiene Staff Development Specialist 3, Mental Hygiene Staff Development Specialist 3 (Various Parenthetics), Land Use Training Specialist 1, Training Specialist 1 (Addictions), Training Specialist 1 (Child Protective Services), Training Specialist 1 (Child Welfare), and Training Specialist 1 (Instructional Design). The appointed candidate must take, pass and be reachable on the next holding of the examination to be appointed permanently.
*Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.

Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be proficient with Microsoft Outlook, Word, and Excel; familiarity with SharePoint is preferred but not required.
• Experience with SLMS (Statewide Learning Management System).
• This position requires occasional day and overnight travel (approximately 10% of the time). New York State fleet vehicles are assigned for travel the candidate must be able to meet these travel requirements.
