Duties Description The Department of State’s Bureau of Human Resources Management is responsible for a full range of human resources management activities in support of a diverse mix of statewide programs. Successful candidates must work effectively as part of a team in addressing human resource management issues.

The Human Resources Specialist 2 duties in the Bureau of Human Resources Management will include but are not limited to the following:
• Participate in the examination and development process with control agencies and other department staff, as needed.
• Work with Divisions to provide assistance concerning appointments, promotions, and transfers.
• Prepare classification requests while working with Civil Service and Division staff as needed.
• Train, evaluate, mentor, supervise, and lead staff to provide guidance and support regarding recruitment, classification, and examination requests.
• Prepare routine HR reports and correspondence with Executive, Division Managers, Customers, etc.
• Complete/review position recruitment process including but not limited to preparing and posting job vacancies, reviewing applicant results and determining eligibility, canvass appropriate eligible lists, and review hiring packets.
• Work with Divisions to identify staffing needs and solutions for hard-to-fill positions.
• Participate in other special projects, as assigned.

Minimum Qualifications 70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher eligible for transfer and determined to be similar by Civil Service.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher eligible for transfer and determined to be administrative by Civil Service.

For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for 52.6 or 70.1 transfer as detailed above.
