appointment in accordance with the provisions
of the Civil Service Law, Rules, and Regulations.
Eligible for Transfer via Section 70.1 of the Civil
Service Law.
Duties Description Under the direction of a Payroll Examiner 4 the incumbent will:
• Review and process personnel and payroll transactions for the NYS Tax Department’s annual and hourly payrolls and the Division of Tax Appeals. The type of transactions will include but are not limited to: hires, terminations, line changes, leaves, data changes, transfers, rein-statements, processing additional salary factors, general deductions, miscellaneous payments, and complex salary calculations.
• Ensure the accurate and timely processing of transactions utilizing multiple computer software programs including but not limited to: the NYS Dept of Civil Service Transaction System – NYSTEP, the Office of the State Comptroller Payroll System – PayServ, The Human Resources Information System – HRIS.
• Ensure compliance in applying the policies rules and regulations issued by the Office of the State Comptroller, the Department of Civil Service, the Division of the Budget and the Tax Department.
• Complete pre and post audit of personnel and payroll transactions utilizing available reports and queries from NYSTEP, PayServ and HRIS.
• Assist in the development of databases, spreadsheets and other tools to improve accuracy and efficiency of processing and review of personnel and payroll transactions.
• Supervise clerical staff responsible for entering transactions into the various systems, i.e. NYSTEP, PayServ, and HRIS. Ensure staff are in compliance with the various rules, regulations and policies set forth by Control Agencies, have a clear understanding of their responsibilities, and provide guidance and training to staff as necessary.
• Provide excellent customer service to employees, control agency contacts, managers, co-workers and staff.
• Review and interpret control agency bulletins and assist management in the development and implementation of internal procedures necessary to comply with these directives.
• Special projects as assigned by management.
• Ability to meet the Department’s time and attendance requirements.
Additional Comments Please note: This position and the selected incumbent is targeted to transfer from the Department of Taxation and Finance to OGS-Business Service Center in or around September 2015.
