Duties Description JOB SUMMARY:

Under the Director of Financial Administration 4, the Supervising Accountant will oversee daily fiscal operations for both the Division of Housing and Community Renewal (DHCR) and Housing Trust Fund Corporation (HTFC). The functions may include:


• Accounts Payable
• Accounts Receivable
• Travel Review and Audit
• Grant Payment Processing
• HTFC Payroll Processing
• State Appropriations expenditure tracking, analysis, and reporting
• HTFC Banking Management/Accounts Management
• State Voucher Transactions and Tracking
• HTFC Budget development and tracking

DUTIES:

•Help to ensure transactions adhere to the NYS Guide to Financial Operations (GFO) and are processed according to DHCR, OSC, BSC, and SFS protocols.
•Manage disbursement of various federal and state funds administered by the DHCR and HTFC.
•Monitor expenditures to ensure programs stay within their allocated budgets and analyze expenditure trends.
•Monitor local and capital appropriations spending and process vouchers for payment.
•Project Costing Improvement Project (PCIP)- Assist with entering capital project data in SFS.
•Work closely with DHCR Budget Unit and other program management on fiscal issues.
•Serve as administrator for travel and procurement credit cards.
•Assist with HTFC payroll processing, as needed.
•Assist with creating and monitoring HTFC annual operating and programmatic budgets.
•Ensure quarterly and annual Agency Financial Report Package (AFRP) for DHCR are filed.
•Coordinate responses to control agencies such as OGS, OSC, and the BSC.
•Maintain proper internal controls of the unit functions.
•Assist with the NYS Single Audit, HTFC financial statement audit, and other audits as necessary.
•Provide fiscal information to programs as requested.
•Facilitate training of staff to assure compliance and understanding of applicable federal, state and agency policies and procedures.
•Assist with the development and maintenance of systems and workflows to ensure smooth fiscal operations and improved efficiencies.

Minimum Qualifications 70.1 or 52.6 TRANSFER QUALIFICATIONS:

One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Please note: Some titles may qualify for 52.6 transfer if you meet the special qualifications of: 24 credit hours in Accounting or Auditing.
