Minimum Qualifications Candidates must be reachable on the Business Systems Analyst 2, G-23, Civil Service eligible list OR have one year of permanent competitive service as a Business Systems Analyst 2, G-23. Also open to NYS employees at or above G-21 who are eligible for transfer under Section 52.6 the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels. In order to qualify for Section 52.6 transfer, candidates must have one year of permanent competitive service in an administrative title as defined by Section 52.6. Examples of qualifying Section 52.6 titles include Senior Administrative Assistant, G-23; Associate Administrative Analyst, G-23; and Information Technology Specialist 3, G-23.
Duties Description The incumbent will coordinate and execute change management and communication plan tasks. As a member of the Statewide Financial Systems (SFS) Change Management Team, the incumbent is expected to balance competing demands and mitigate risks to ensure delivery of an acceptable product to stakeholders while keeping within the budget, scope, time, and quality standards established. The incumbent of this position will also serve as a liaison, working with State agencies throughout the agencies’ PeopleSoft upgrade in SFS, while being responsible for ensuring that the agency-specific activities are properly defined and agencies are prepared for the transition. The incumbent is expected to apply a wide range of specialized knowledge, skills, tools and techniques to elicit, analyze, communicate and validate system readiness for the agencies.
Specific Responsibilities Include:
• Functions as a senior member of the Change Management Team;
• Works independently with little supervision;
• Manages multiple priorities effectively;
• Listens to SFS Stakeholders to identify the root of problems or issues in order to provide viable options and solutions;
• Provides cross-functional support for Stakeholder Services tasks, including outreach, communications, training development and delivery testing;
• Performs ad-hoc tasks in support of the EE1 Project as needed, including direct support to the Project Officers, Project Director, Project Deputy Director and designated Leads as needed;
• Provides support to SFS Stakeholders at a very high level in terms of documentation, customer service and problem resolution;
• Assists testers with executing their test scripts; and
• Helps SFS external stakeholders prioritize and implement business process changes to find efficiencies and redevelop workflows.
