Duties Description The New York State Office of Victim Services serves as the lead state agency assisting persons who have been victims of violent crime. This is accomplished by providing financial assistance to individual crime victims and supporting community-based victim service programs across the State. Under the direction of the Supervisor of Contract Administration, in the Agency’s Grants Unit, the Associate Auditor will assist in overseeing the advocacy programs involving nearly $30 million in grants to approximately 190 community-based victim assistance programs throughout New York State. This position is principally accountable for the effective fiscal management of federal and state funding for grants supporting these programs. Responsibilities of the Associate Auditor position include:
(1) Assist with coordinating the solicitation, evaluation and awarding of grants to eligible programs;
(2) Assist with developing and updating contract materials, financial reports and instructions, and policies and procedures for use by grant-funded programs;
(3) Oversee the review and approval of all grant-funded programs’ contract budgets, budget amendments, and quarterly expense reports;
(4) Oversee the review and approval of all grant-supported program transactions including contract payments, subcontracts, leases, equipment purchases and dispositions, and out-of-state travel;
(5) Plan, supervise and conduct audits and fiscal reviews of grant-funded programs to ensure compliance with contract requirements and federal and state guidelines;
(6) Coordinate the preparation of reports, analyses and correspondence as required for federal, state, agency, and departmental purposes; and
(7) Supervise audit staff and work closely with other agency departments, federal and state agencies, and grant-funded programs to effectively accomplish the responsibilities for this position.
