Duties Description The Health Program Administrator 2 will work in the Bureau of Perinatal, Reproductive and Sexual Health (BPRASH), serving as Unit Manager for the Infant Health Unit, and working under the guidance and direction of the Associate Director for Community-Based Perinatal Health Section and other leadership, to oversee implementation of multiple infant health initiatives and grant programs. This includes programmatic oversight and implementation of the Department’s efforts to reduce infant mortality, as described in the 2024 State of the State (SOTS), as well as the early hearing detection and intervention (EHDI) program. In addition, they will provide oversight for grant administration, programmatic oversight of public health program planning, community engagement activities, and will ensure completion of EHDI deliverables required by federal funders; and oversee, and support grant writing activities advising on programmatic efforts, developing budget requests, and will serve on workgroups with state and national partners. The candidate will also provide direction and supervision to unit staff, support recruitments, staff development, and collaboration with internal and external partners/stakeholders.

Minimum Qualifications Current NYS DOH employee with a permanent of contingent-permanent, competitive status as a Health Program Administrator 2, G25 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G23 and deemed eligible for transfer to Health Program Administrator 2 G23 under Section 70-1 or Section 52.6 of the NYS Civil Service Law

Preferred Qualifications: A public health and/or healthcare background with emphasis on maternal and infant health, midwifery, obstetrical and/or neonatal/pediatric health, healthcare systems and/or health disparities and health equity related to the maternal and infant health; Bachelor's degree in Public Health, and/or a postgraduate certificate in public health, maternal and child health, or other relevant and similar topics; Experience with contract management and developing and implementing policy and regulations, including developing program and operational guidance documents, drafting regulations and/or responding to public comments, and providing guidance and technical assistance with implementing such policy/regulations; The ability to manage multiple projects independently and/or managing a team of professional staff, with complex and sometimes competing priorities; and Excellent written and verbal communication skills, including writing reports, public speaking and presentations.
