Duties Description The Chief Security Officer will plan and directs the security program for the Department of Labor. The incumbent will:
• Supervise all agency-wide security operations for facilities in Upstate/Western regions.
• Confer with security staff and agency program managers on the effectiveness of the security program and work with management to implement necessary improvements.
• Review staff schedules and ensure appropriate coverage to meet safety and security plan for each location supervised.
• Maintain knowledge of and enforce all federal, state, and local security and safety laws and regulations as well as Department policies and procedures.
• Provide direction during security incidents. Ensure all matters are investigated, documented, and reported.
• Testify in court, as needed, regarding incidents involving department staff, contractors, clients, and property.
• Prepare written documents detailing security plans for facilities under supervision and distribute to appropriate staff.
• Regularly visit offices to inspect the conduct, performance, and appearance of security staff.
• Must be able to travel at the request of security management and/or agency needs. Overnight travel may be necessary.
• Identify, develop, and conduct training programs, and participate in the development of measures of successful job performance.
• Distribute procedures and train staff on the use of electronic security surveillance systems.
• Take corrective actions as necessary in cases of employee misconduct, unsafe conditions, and security risks at facilities.
• Perform the full range of supervisory responsibilities such as interviewing and selecting State and contract staff, assigning work, and preparing probationary reports and performance reviews
• As required, may perform all duties of Security Officer and/or Senior Security Officer.
Minimum Qualifications Candidates reachable on the Civil Service Eligible list(s) will be canvassed. However, you may also apply if you are eligible for appointment by one of the following qualifications:
Reassignment Qualifications:
Current New York State Department of Labor (DOL) employee with at least one year of permanent, contingent-permanent or 55 b/c service as a Chief Security Officer, if you have less than one year, you must be reachable on the current eligible list for this location if one exists.
Provisional Qualifications:
You must be a qualified Department of Labor employee and have at least one year of permanent service as a Senior Security Officer. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
NCP Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Senior Security Officer. If 3 or fewer qualified Department of Labor Senior Security Officer. respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Senior Security Officer without further examination.
Preferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.
Additional Comments Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
