Duties Description The Statewide Financial System (SFS) is seeking a motivated, experienced professional to fill a Manager of Information Technology Services 1 (Technical) position. As a member of the SFS management team, the Manager of Information Technology Services 1 will work in the Software Administration Bureau within the SFS Technology Division to supervise a software administration team responsible for the installation, maintenance, tuning and administration of PeopleSoft software products in an environment consisting of Oracle PeopleSoft applications, Oracle Data Integrator, Oracle BI Applications, Oracle Database; having components running under AIX, Linux and Windows operating systems, with both on-premises and cloud based infrastructure implementations.

General Job Responsibilities:
• Administration of SFS system software including PeopleTools and PeopleSoft Financials and Supply Chain Management
• Managing a software administration group responsible for a SFS PeopleSoft software components
• Providing schedule and task coordination for quarterly patching, annual or bi-annual upgrades, and implementation of new features
• Working with other SFS Divisions to support SFS development, testing, and operational activities
• Participating in the maintenance and support for the SFS development, testing, and production environments
• Contributing to the design and planning for the overall SFS architecture
• Collaborating with other SFS Divisions to ensure that the SFS system environment supports project goals and objectives, and
• Performing other duties as assigned.
• Planning work assignments for a team of software administrators
installing, planning, and implementing SFS software
• Maintaining, patching and upgrading SFS software
• Troubleshooting and resolving problems with the PeopleSoft application or technical environment
• Maintaining multiple environments supporting the SFS development and testing migration path to production
• Producing SFS system documentation and standard procedures for software administrators
• Developing and overseeing SFS system level monitoring and operational procedures
• Working with hardware and network service providers to meet SFS technology objectives
• Working with software vendors to implement solutions and resolve issues
• Ensuring effective use of subordinate staff, and performing the full range of supervisory duties

Architecture Responsibilities include:
• Considering and discussing multiple approach strategies to transitioning from current on-premises computing to a cloud-based computing platform (e.g., OCI) or from our current IBM AIX architecture to a Linux platform
• Considering all aspects of the two platforms including cost, performance, security, availability and scalability
• Revamping existing disaster recovery approaches and considering the changes to existing infrastructure as well as the availability and capability of the cloud platform
• Sizing server resources to be most efficient/cost-effective while ensuring high performance when demand dictates
• Architecting highly available infrastructure in the cloud using availability domains, fault domains and load balancing
• Creating automatic responses to increased demand by automatically scaling-out/in and scaling up/down as demand changes
• Developing a backup and restore approach that takes full advantage of cloud architecture to produce reliable and immutable backups/snapshots for SWADM software, reports, and attachments.

This position is open to candidates who are reachable on the Manager of Information Technology Services 1 (Technical), G-27, Civil Service eligible list OR have one year of permanent competitive service as a Manager of Information Technology Services 1 (Technical), G-27. Candidates reachable on the eligible list will be considered through canvass and need not apply. The position is also open to NYS employees at or above G-25 who are eligible for transfer under Section 52.6 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Examples of qualifying Section 52.6 titles include Information Technology Specialist 4 (and all parenthetics), G-25, Manager Information Technology Services 1 (and all parenthetics), G-27.
