Duties Description Duties of the Principal Economist (Labor Research) include but are not limited to:
Acting as a liaison between the Unemployment Insurance Modernization project and Research and Statistics.
Ensuring all Research and Statistics reporting needs will be met as the modernized Unemployment Insurance system comes online.
Validating reports generated from the modernized system during testing phase and after the system comes online while ensuring that Unemployment Insurance
reporting tables within the Department's Data Warehouse continue to be updated accurately and timely.
Creating and maintaining, as necessary, federally mandated reports on Unemployment Insurance claims, payments, determinations, appeals, tax rates, and various other statistical reports on operations of the Unemployment Insurance Division and the Division of Employment and Workforce Solutions (DEWS).
Analyzing federal and state legislative proposals to determine impact on the Unemployment Insurance Trust Fund and the Unemployment Insurance Program.
Representing Research and Statistics on design, development, and testing of the Department's Data Warehouse, as well as any reports produces from the warehouse. Coordinating responses to ad-hoc requests.
Participating in and/or coordinating special projects and assignments, including department programs.
Preparing written reports as necessary.
Training and assigning work to subordinate staff; supervise the completion of the work.
Making appropriate decisions regarding the priority of assignments.
Working with the Bureau's statistician to develop Unemployment Insurance workload forecasts for the Finance Division.
Minimum Qualifications Competitive Minimum Qualifications:

Reassignment Qualifications: (DOL EMPLOYEES ONLY)
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Principal Economist (Labor Research); if you have less than one year, you must be reachable on the current Principal Economist (Labor Research) eligible list for this location, if one exists.
52.7 Non-Competitive Promotion (NCP) Qualifications: (DOL EMPLOYEES ONLY)
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one (1) year or more of permanent, contingent-permanent or 55 b/c service as an Associate Economist (Labor Research) title. If 3 or fewer qualified Department of Labor Associate Economist (Labor Research) candidates respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Associate Economist (Labor Research) applicants without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 25/M1 or higher determined to be administrative by Civil Service.

Provisional Qualifications: (DOL EMPLOYEES ONLY)
On or before ***April 30, 2022, you must be a qualified employee of the New York State and have one (1) year of permanent competitive or 55-b/55-c service in an Associate Economist (Labor Research) title. The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

Omissions or vagueness may not be interpreted in your favor. Additionally, in accordance with Civil Service Law, provisional service immediately prior to a permanent appointment to this title is now credited towards the completion of probation upon permanent appointment.
