Duties Description The Associate Director of Human Resources, under the direction of the Licensed Nursing Home Administrator and Health Facilities Management, and with guidance and assistance from the NYS Department of Health Human Resources Management Group, Bureau of Employee Relations and Personnel, will plan, develop, direct, supervise, and evaluate the personnel and labor relations functions at the Nursing Home in accordance with current applicable federal, state and local standards, guidelines, and regulations. In addition, the Director will participate with executive staff at the Nursing Home in human resource policy formulation.
• Ensure recruitment and retention of a competent work force that is properly deployed and fully utilized to achieve its goals and objectives.
• Plan, develop, organize, direct and evaluate the Home’s human resources program.
• Develop of human resource, administrative and other departmental policies pertaining to employees.
• Represent the Home on matters related to personnel and labor relations programs.
• Identify goals and objectives of the program.
• Evaluate the efficiency and effectiveness of the human resources program by measuring achievements and outputs against specific goals and objectives through a continuous quality improvement program.
• Develop and maintain facility classification/staffing plan consistent with Civil Service Law and the policies of the Division of Classification and Compensation.
• Review organizational relationships and the impact of changing programs to identify staffing and classification implications. Serves as an advisor relating to staffing and appropriate titles, salaries and job requirements.
• Submit requests to Division of Classification and Compensation for new positions and for changes in title and/or salary for existing positions.
• Conduct job audits and evaluate classification of positions.
• Direct and coordinate all aspects of the Home’s recruitment, retention and separation programs.
• Act as liaison with the Department of Civil Service, as needed.
• Assist in the development of job descriptions, probationary work performance reviews and performance programs, and implement the same. Monitor the submission of required reports for compliance with established procedures.
• Coordinate and direct the personnel activities as part of the Home’s affirmative action program.
• Other duties as required and/or assigned

Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service that is eligible for transfer under Section 70.1 and or 52.6 of the Civil Service Law to Associate Director Human Resources 1 (Institution).

Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current New York State employee with one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 2.

Preferred Qualifications: • Ability to manage a large volume of work in a time sensitive environment
• Proficiency in HR Systems, such as NYSTEP, HRIS, ELMS, and the Microsoft Suite
• Working knowledge of laws, rules, regulations and policies of the Department of Civil Service, the Governor's Office of Employee Relations, and the negotiated agreements between employee unions and the state.
• Leadership and mentoring abilities. Commitment to teamwork
• Strong organizational skills with attention to detail
• Proven effective interpersonal and communication skills
• High degree of professionalism, strong work ethic and customer service focus.

To be eligible, candidates must be an employee of the Department of Health Veterans Home at Montrose and have one year of permanent competitive service as a Human Resources Specialist 2.

The posted salary range ($97,659-$122,388) includes $4,000 of Downstate Adjustment.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
