Duties Description The Auditor 3, SG-27 will be assigned to the Office of Audit Services and Compliance (OASC) and will report to the Director of Audit Services. The Auditor 3 will assist the Director in the management and oversight of the Grants Audit unit as well as the oversight and development of policies and procedures governing the review of agency records.
Duties will include, but are not limited to:
• Assist in the administration of a viable risk assessment process to ensure that grant audits are conducted of entities that are determined to be “high risk” so that limited audit resources are directed where there is the greatest need.
• Assist in the development of the annual audit plan as it relates to grant audits and establish audit priorities.
• Provide the Director of Audit Services with relevant information/data in order to effectively evaluate the efficiency and effectiveness of the overall audit plan on an ongoing basis.
• Assist with monitoring the progress of grant audits and providing audit staff appropriate guidance when needed. The incumbent will be responsible for ensuring that audits are completed within budgeted time frames.
• Assist with the development and review of policies and procedures in conducting grant audits used by the Office of Audit Services and Compliance. Specifically, to draft new policies and procedures as requested by the Director and consistent with professional auditing standards.
• Assist with the oversight of fiscal audits for approximately 4,000 grant funded programs totaling over $650 million in state and federally funded grant monies.
• Communicate with the Office of Program Development and Funding when issues are identified during grant audits and work with them on identifying corrective action to assist grantees going forward.
• Review grant audit plans and advise audit staff on areas to be emphasized in the audit and provide technical assistance on the performance of the audit. The individual may assist in the completion of complex audits.
• Assist with the review of all grant contract compliance audit reports. Specifically ensuring all audit reports meet agency and OASC formatting guidelines.
• Conduct final review of all TeamMate workpapers for grant contract audits.
• Ensure that all audit staff receive the appropriate training to carry out their audit responsibilities. The incumbent will assess grant audit staff training needs and work with the Director and HRM to identify training resources.
• Ensure that all professional audit staff earn the appropriate number of continuing professional education credits during each calendar year. The incumbent will be responsible for tracking the CPE hours earned by all grant audit staff and will follow up with staff to ensure that CPE requirements are met.
• Responsible for a wide variety of supervisory duties with respect to grant audit staff including supervising the work performance, preparing performance evaluations of any direct reports, and ensuring other supervisors complete their performance evaluations in a timely manner.
• Coordinate the recruitment, hiring, and onboarding of new staff.
Minimum Qualifications Permanent service in this title or one year of permanent competitive or 55 b/c service in a title allocated to SG-25 or higher, and otherwise eligible to transfer under Civil Service Law.

**If qualifying based upon service in one of the qualifying titles with asterisks, you must submit proof of 24 semester credit hours in accounting, auditing, or taxation. Only courses with the word accounting, auditing, or taxation in the course title are considered qualifying. Although you may have received credit for courses such as business law, economics, statistics, or finance as part of an accounting curriculum, these courses cannot be counted toward the required 24 semester credit hours.
If appointed provisionally, you must take and pass the next exam for this position and be reachable on the resulting eligible list.
