Duties Description The Utility Engineering Specialist 1, Grade 18, will work in the Energy System Planning and Performance (ESPP) Section of the DPS Long Island office (LIO), primarily fulfilling the responsibilities of the LIO in accordance with the Long Island Power Authority (LIPA) Reform Act. They will use their engineering education and experience to perform engineering duties that include, but are not limited to:
• Analyzing and reviewing utility records, utility budgets, tariffs, terms of service, tariff filings, and petitions.
• Performing the preparation, analysis, and review of reports and studies involving operating revenues, sales forecasts, operation and maintenance expenses, capital budgets, rate base, marginal and embedded costs, depreciation and net salvage studies, revenue allocation, rate design, and electric supply.
• Analyzing and processing petitions and tariff filings related to changes in rates, charges, rules, and regulations along with the preparation of session memoranda related to those filings.
• Investigating system operations and events for utilities.
• Providing engineering/rate analysis for rate proceedings and preparing expert testimony to support staff’s findings and positions for public hearings before the Public Service Commission (PSC).
• Participating in State/federal rate proceedings to promote recommendations that will enhance State policies.
• Reviewing LIPA/Public Service Enterprise Group-Long Island (PSEG LI) proposals and developing recommendations designed to ensure that LIPA/PSEG LI provide safe and adequate transmission and distribution service with rates set at the lowest level consistent with sound fiscal operating practices; and consistent with ensuring that revenue requirements related to rate review are sufficient to satisfy LIPA’s obligations with respect to its bonds, notes, and all other contracts.

Minimum Qualifications General Public
Non-Competitive (NY HELPS)*:
Applicants must have a bachelor's degree or higher in an accredited engineering curriculum.

Transfer:
Current New York State employee with one year or more of permanent, competitive, or 55-b/c service as a Utility Engineering Specialist 1, Grade 18.

Preferred Skills:
Preferred candidates would possess excellent verbal and written communication skills; have a background in engineering or utility rate subject matter; and excel individually, as well as in a team environment. They would also be able to handle multiple, deadline-driven assignments, and understand, process, review, and answer questions related to complex, detailed documents. Proficiency in Microsoft Excel (Pivot Tables) and experience with data analytics platforms is also preferred.

The above salary range reflects the Geographic Pay Differential of $17,000 and Downstate Adjustment of $4,000.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

This position will require at least 10% travel which may require possession of a valid driver’s license.
