Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

The NYS Office of Information Technology Services (ITS) is seeking an Application Development Manager to create and deploy various products in the suite of New York State’s Integrated Eligibility System (IES) platform. This role requires a dynamic leader with hands-on technical expertise with proven managerial experience directing a blended team of technical leads, external consultants and state personnel. Key to the role is ensuring technical solutions deliver business value to our client agencies and County Department of Social Services (DSS) stakeholders.
Under the direction of the Deputy Commissioner of Technology, the Application Development Manager will be responsible for application development and delivery for various products across the portfolio of the IES platform. In particular, the incumbent will be responsible for the Child Support workstream.
Duties include but are not limited to the following:
• Manage expectations and scope by negotiating with technical/product and business stakeholders.
• Lead the delivery of hybrid on-prem/cloud-ready products that follow all NY State and/or Federal Standards for the various stages of the application development lifecycle.
• Direct technical teams to deliver products and solutions.
• Technical Leadership and Expertise: Combine strong computer engineering/coding skills with the ability to guide and support a blended team of developers.
• Strategic Alignment and Execution: Ensure the execution of application/product development aligns with the overall IES Program strategy, meeting critical milestones, budgets, risks, etc.
• Quality Assurance and Standards Adherence: Manage and execute quality assurance processes around code development, including code reviews, unit testing, and adherence to approved design & standards.
• Integration and Standards Compliance: Participate in performance testing and designs, ensuring that IES applications are integrated efficiently with state and local systems while adhering to industry, state, and federal standards.
• Manage and direct communications and messaging across various internal and/or external stakeholders.
• Perform additional duties as needed.
• Perform a full range of supervisory responsibilities.

Minimum Qualifications Minimum Qualifications:
• Eight (8) years of experience in application development using various frameworks like Java, JEE, #C and .NET, frameworks & technologies, including five (5) years leadership and/or supervisory experience.
• Must have experience delivering and/or supporting two (2) or more mission-critical solutions.
• 5+ years’ experience leading projects from a technical perspective that leverage agile methodology, DevSecOps, continuous integration & continuous deployment (CI/CD), cloud-engineering, etc.
Degree Substitutions

• Bachelor’s Degree and five years of experience
• Master’s Degree in Computer Science or related filed substitutes for an additional year of experience.
• Doctorate in Computer Science or related filed substitutes for an additional year of experience.

Preferred Qualification:
• Experience in managing application development within the public sector, and/or with familiarity of the New York State ITS Agency, other New York State Agencies, or NYC government, even Federal Government technology projects.
• Experience in working in projects with Health and Human Services Programs, Excellent written and verbal communication skills.
