Duties Description Under the direction of the Information Technology Specialist 3 (SG-23) within Digital Transformation Office, Digital Experience Bureau, Communication Experience (ComX) Section, the Business Systems Analyst 1 (SG-18), PEF, will be responsible for working with the ComX Bot and IVR teams on projects. This position will require a working relationship with Other ITS units, vendors, and project staff, to implement new and leading technologies in the customer contact realm.
We are looking for a highly organized and detail-oriented Information Business Systems Analyst to join our team. This incumbent will assist in administrative tasks, provide support to leadership to multiple teams, and ensure the efficient operation of the organization. This incumbent will be working to analyze multiple technical environments and assist in the creation of products to offer to NYS agency customers. The ideal candidate will be a self-starter who is comfortable working independently and is able to handle multiple tasks and assignments simultaneously.
Specific duties include, but are not limited to, the following:
• Operate as the full performance level analyst, conducting the entire spectrum of business systems analysis activities;
• Translate complex business information into clear technical terms and concepts necessary for system development, specifically focusing on developing system requirements for the future or “to-be” state of large business analysis engagements or a series of smaller, related projects;
• Work closely with program staff and various stakeholders to elicit, analyze, communicate, and validate requirements for changes to new or existing information technology (IT) systems and business processes;
• Develop comprehensive documentation, such as Business Requirements Documents (BRDs), process flow diagrams, and use cases, to manage and define the number and interrelatedness of business flows;
• Continually learn, analyze, and implement new technologies. Work with multiple new Cloud-based solutions. Position will also require being able to analyze and help support vendor-built solutions using these technologies;
• Interface with customers, agency partner staff, and internal staff in a highly professional manner;
• Have the ability and flexibility to consistently accept change, as well as adapt to new technologies and methods;
• Participate in requirements gathering, system analyzation, and environment solutioning with both internal team members and customer teams;
• Be responsible for defining requirements and supporting system deployments and modifications within Cloud hosted environments;
• Attend and participate in meetings with internal team staff, vendors, agency customer staff, and vendors;
• Adhere to all training and administration requirements. This includes invoice reviews, product documentation/creation, and procurement assistance; and
• Bring fresh thoughts and ideas to the team to expand on current technology solutions.
Preferred experience: Cloud environments (GCP, AWS)
Minimum Qualifications No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:
For appointment to a Business Systems Analyst Trainee 1, you must have:
A bachelor's or higher degree.
For appointment to a Business Systems Analyst Trainee 2, you must have:
A bachelor's or higher degree AND one year of professional business analysis experience as described below*
For appointment to the Business Systems Analyst 1 (SG-18), you must have:
• A bachelor's degree or higher AND two years of professional business analysis experience as described below*
*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).
• Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
• Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
• The following activities are not considered qualifying experience:
• Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.
• Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
• Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
• Development of instructional materials and classroom training.
• Help desk duties including troubleshooting, resolving user issues, and providing customer service.
Competitive Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.
Transfer:
For 52.6, 70.1, or 70.4 transfer to a Business Systems Analyst 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above, SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.
55b/55c Program appointment:

Traineeship salary information:
The position may be filled at the Business Systems Analyst Trainee 1 equated to SG-14 ($53,764), Business Systems Analyst Trainee 2 equated to SG-16 ($59,994), or full performance Business Systems Analyst 1 SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.
Candidates hired at the trainee level will be advanced to the full performance Business Systems Analyst 1 SG-18 following successful completion of the traineeship.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
