 Duties Description The Assistant Director – Recruitment Operations will assist the Director of Personnel in the administration, coordination, evaluation, and continuous improvement of ITS’ Human Resource plan. The incumbent will manage teams of HR Specialists responsible for organizational and succession planning, recruitment, classification, compensation, and examination planning. This role involves developing relevant strategies and ensuring compliance with applicable Laws, Rules, and Regulations.
Key Responsibilities:
• Assist Directors with the evaluation of workforce, recruitment, and retention data; maintain and evaluate related metrics; and develop and implement related goals and strategies for enhanced ITS Workforce Management.
• Evaluate reports and the effectiveness of HR initiatives in relation to established goals. Recommend new and best practice approaches, policies, and procedures for continuous improvements in efficiency. Prepare related communications and present report-outs.
• Administer and provide training and direction to HR Specialists on staffing, recruitment, classification and compensation, and examination planning strategies for ITS, in accordance with Civil Service Law, rules, and regulations.
• Provide oversight to day-to-day Personnel operations, including review of Selective Certification profiles, classification requests, nomination requests, etc., and assuring standardized practices across teams.
• Recommend and maintain effective recruitment strategies including, but not limited to: Coordination of and participation in job fairs, diversity efforts, and other outreach activities.
• Manage probation, traineeship, and performance program/evaluation administration.
• Assist with the development of complex or sensitive classification requests and/or other Civil Service requests and prepare requests requiring Civil Service Commission action.
• Assist with developing and implementing HR-related training and communications to staff and managers.
 
 Minimum Qualifications Current New York State employee with one year or more of permanent, contingent- permanent or 55b/c service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
OR
Provisional Pending Exam Minimum Qualifications: One year or more of permanent, contingent-permanent or 55b/c service as a Human Resources Specialist 2.
OR
Non-Competitive Promotion (NCP): If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in a Human Resources Specialist 2. 
 Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
