 Duties Description The CFSPM 2 will report directly to a Division of Child Care Services (DCCS) Associate Commissioner and will be the manager of the of the newly created Division’s Quality Assurance Unit. The manager would lead this unit in terms of direction, liaising with outside state and non-state entities, and ensuring that correct policies and procedures are being established and followed. This position would also supervise other staff within this unit. The Quality Assurance Unit’s responsibilities will cover the whole Division, based on specific needs for each bureau.
 This includes: 
· working closely with DCCS Bureau leadership and staff on establishing consistent oversight and program integrity processes, 
· coordination and submission of various key monitoring and audit reports to state and federal entities, 
· prepare data and audit reports and dashboards for DCCS contracts, monitor the local districts’ use of Child Care and Development Fund (CCDF) funds , facilitate and manage the CCDF improper payment review, amongst other tasks. 
Additional responsibilities of this position include but are not limited to: For the Child Care Assistance Program (CCAP): Developing policies and procedures for monitoring the local department of social services’ (LDSS’) use of CCDF funds, coordinating with the Monitoring and Program Operations Unit to conduct CCDF case file reviews, administering technical assistance and/or program improvement plans as appropriate, working with vendor(s), state and federal representatives to complete the federally required improper payment review, every three years and implementing and tracking any findings and changes. 
The Unit’s responsibilities related to Grants/Contracts/Registration and Licensing will be: Collaborating with program staff to develop internal control mechanisms in RFP and grant requirements, developing policies and procedures for monitoring vendor and awardee use of state and/or federal funds, conducting file reviews of grants and contracts, including partnering with the regional offices in the case review process, administering technical assistance and/or corrective action plans to vendors as necessary, coordinating with external organizations such as OSC or the IG on audits of grants or contracts, monitoring and tracking corrective action plan recommendations put in place by external organizations such as OSC/IG. A Quality Assurance unit that is embedded within DCCS will ensure that the proper internal controls are established for CCAP, grants, contracts, audits, and subsequent corrective action plans.

 Minimum Qualifications One year of permanent competitive or 55b/c service in this title or in a title eligible for 52.6 transfer.  
This position may be designated 55 b/c and is subject to verification of applicant eligibility. 
 Additional Comments Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 
 
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
 
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
