Duties Description The incumbent of this position will report to the Individual Assistance Section within the Office of Disaster Recovery.

Duties include but are not limited to the following:

• Identify resources to address disaster related unmet needs, in close coordination and collaboration with the Recovery program leadership.

• Support Individual Assistance as a lead for Emergency Support Function 6 (ESF6) Mass Care when activated including comprising accurate and timely reports for leadership and creating updated staffing documents by compiling information from the 22 other state agencies in ESF6.

• Correspond with the other ESF6 agencies for meeting notices, providing minutes, pertinent updates and providing technical support when activated.

• Develop and maintain knowledge of federal regulations, policy, and guidance related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 code of Federal Regulation (CFR), FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance programs, Office of the General Service (OGS) policies, Office of the State Comptroller (OSC) policies, Division of Budget (DOB) policies, and related information as appropriate for the Recovery Unit.

• Provide subject matter expertise, interprets rules and regulations as required and shares knowledge with staff and other stakeholders.

• Assist with monitoring and tracking of multiple projects and section initiatives.

• Prepare and deliver comprehensive written and verbal status reports, briefings, presentations, correspondence and related critical data as required.

• Complete special projects and other duties as assigned.

• Support and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or other leadership roles during active disasters.

• Travel may be required (approximately 20%), including during evening and weekends, depending on mission and assignment.

• Possession and maintenance of a valid Driver’s License issued by the Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the position.

Minimum Qualifications NY HELPS

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education.

**DHSES Program Administrator level requirements:
DHSES Program Administrator Trainee 1 (equated to SG-14) - Four years of qualifying experience*
DHSES Program Administrator Trainee 2 (equated to SG-16) - Five years of qualifying experience*
DHSES Program Admin 1 (SG-18) - Six years of qualifying experience*

Substitution: An associate degree can substitute for two years of qualifying experience; a bachelor's degree can substitute for four years of experience; a master's degree can substitute for five years of experience; and a doctorate can substitute for six years of experience.

*Qualifying experience must be in one or more of the following areas:

• Administration of federal, state or locally funded grant programs.
• Preparing and processing applications for disaster mitigation/recovery projects.
• Processing requests for grant project payments and performing financial reviews required for final payment.
• Damage assessment and identification of appropriate assistance funding programs.
• Review of action plans or planning, organizing and coordinating disaster recovery programs involving local, state and federal agencies

REASSIGNMENT/TRANSFER

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a DHSES Program Administrator 1 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 11 and eligible for transfer under Section 70.1, 70.4 or 52.6 as appropriate of the Civil Service Law.

Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
