Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direct supervision of Associate Commissioner for Technology (ACT), within the New York State Office of Information Technology Services (ITS) Dedicated Support division, Public Safety Section, the Project Manager 4, SG-27, will be responsible for leading an internal team to ensure ITS is upholding commitments to the dedicated Public Safety Agencies, as well as Federal and State requirements. This position will be expected to mentor and develop subordinate Project Managers according to industry standard Project Waterfall and Agile methodologies and provide leadership within the technology footprint for NYS. Oversight of project delivery will extend to cross-functional areas internal to ITS, externally to our agency partners, and vendors directly and indirectly providing services to NYS ITS and our Client Agencies.
Specific duties include, but are not limited to:
• Provide project leadership and direction.
• Establish/ensure consistent application of Project Management Office (PMO) Standards, formal Project Management, Methodologies (PMI/PMBOK and NYS PM Guidebook) and prescribed Secure System Development Lifecycle (SSDLC) on all assigned program/projects.
• Manage and direct ITS project managers and analysts.
• Assist and direct portfolio management functions that include:
• Identify major quarterly and annual ITS accomplishments.
• Plan and monitor project resource constraints for the Public Safety Dedicated Team.
• Monitor and direct projects with yellow or red status.
• Report executive level status.
• Manage risk, action, issue, and decisions.
• Maintain project cost plans.
• Fulfill agency project reporting requirements.
• Manage vendors directly and indirectly:
• Directly responsible for engaging with vendors doing business with NYS ITS.
• Monitor and direct ITS deliverables on projects where vendors are doing business with NYS OGS.
• Facilitate cross-functional discussions to ensure all ITS units and policies are properly represented.
• Manage Procurements:
• Participate in the development, evaluation or review of Requests for Proposals (RFPs), Requests for Bids (RFBs), Requests for Qualifications (RFQs), Requests for Information (RFIs), Sole/Single Source Procurements, Preferred Source Procurement, Discretionary Spend Procurements, and other related procurements from end-to-end.
• Create and maintain accurate procurement records.
• Perform routine administrative processes associated with contracts, monitor the reviews of contractor performance and compliance.
• Perform contract monitoring tasks including addressing any necessary contract modifications and contract amendments.
• Effectively manage communication, both orally and in writing, with agency staff and vendors, and other outside parties.
• Perform analysis in detecting trends in procurement matters.
• Perform general Procurement and contract related research.
• Maintain procurement databases and review/modify/generate reports.
• Assist in other procurement matters in the Unit, as directed.
• Perform the full range of supervisory duties of assigned project managers and staff.

Minimum Qualifications MINIMUM QUALIFICATIONS
Open to NYS employees with one year of permanent competitive service as Project Manager 4, SG27, OR in a position at the SG25 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
