Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of the ITS Deputy Commissioner of Technology (DCT) within the ITS Dedicated Support Team/Security Services Team section, the position will provide leadership oversight to the Security Service Team(s). The incumbent will ensure coordination of processes between the Security Services Team(s) under their purview. The position will provide leadership, direction, and support to subordinate Information Security staff(s) to enable effective delivery of security services to client agencies. The incumbent will act as a member of the DCT’s Leadership Team, helping shape and implement the strategic vision for cyber security within the ITS Dedicated Support Team. In addition, the incumbent may be required to act as the Information Security Officer for one or more agencies assigned to the ITS Dedicated Support Team. The position requires an incumbent to act with a great deal of independence in alignment with agency and upper-level management strategic direction. The position requires communicating orally and in writing with various individuals including management, users, vendors, and other IT staff. The incumbent must be able to communicate clearly with subordinate staff regarding work priorities and performance. The incumbent will have to work with ITS teams and upper-level agency management to resolve technically complex and politically sensitive issues under pressure. The position requires availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS.

Specific duties include, but are not limited to:
• Directs and manages information security and compliance programs.
• Manages and resolves security threats to agency information systems.
• Serves as an information security expert and evaluates systems and contract for alignment with agency and State information security policies.

• Manages staff and resources dedicated to the Security Services Teams.
• Monitors and stays aware of information security industry trends, tools and techniques.
• Assists the DCT with overall management of division activities as needed.
• Serve as the primary security point of contact for internal and external audits providing strategic oversight, ensuring readiness, accuracy of audit responses, and alignment with appropriate security compliance requirements. Additionally, lead the review of audit findings and remediation activates, ensuring corrective actions are prioritized, assigned, and completed within required timeframes. Leverage audit outcomes and remediation progress to drive continuous improvement in the State Entity's security posture and report status updates to executive leadership.
• Maintain strong working relationships with the Chief Information Security Office (CISO) to ensure alignment of agency security initiatives with enterprise strategy.

• Serve as a primary liaison between DCT leadership and CISO, representing agency interests while supporting statewide cybersecurity initiatives.

• Collaborate with CISO to drive continuous improvement and ensure compliance with statewide security policies, standards, and requirements.

• Performs additional duties as required.

Minimum Qualifications Non-competitive: Seven years of information technology, cybersecurity, or information assurance experience*, including one year at the supervisory level.
Substitutions:
A bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of required experience; any bachelor’s substitutes for two years of required experience.
An associate degree with 15 semester credit hours in computer science or related field may substitute for one year of required experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field may substitute such credits for one year of required experience.
A master’s degree or higher in computer science or related field substitutes for one year of required experience.

Preferred Qualifications
• Applicable Information Security certificate(s) such as CISSP, CISM, etc.
• Experience in one or more of the following areas:
o leading an information security team
o applying and implementing network, system, or application security
o security policy/standard/guideline development, implementation, or interpretation
o conducting risk assessments and evaluating information technology systems for security controls (SSDLC)
o process development, improvement, and measurement
o information security incident response
• Excellent oral and written communication skills including the ability to clearly articulate information technology and information security concepts to a varied audience to facilitate wide understanding
• Demonstrated critical thinking, problem solving and analytical skills
• Demonstrated skill in facilitating meetings, listening, and negotiating between multiple stakeholders to drive results

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
