 Duties Description The Office of Human Resources represents the Office for People With Developmental Disabilities (OPWDD) on all matters related to human resource management. The Associate Director Human Resources 2's will provide oversight and management of human resources activities for Central Office and will work closely with senior managers and leadership within OPWDD, and with the Department of Civil Service, Office of Employee Relations, and the Division of Budget. Matters include, but are not limited to, confidential and highly sensitive topics related to the recruitment and deployment of staff, reductions in force, examination planning, employee benefits, and the development of statewide policies and procedures. Responsibilities include but are not limited to:
 
- Manage the day to day human resources activities for Central Office including the hiring and onboarding of new staff, position classification and management, leave and health benefits administration, and time and attendance administration.
 
- Direct the dissemination of information to agency staff regarding staff benefits, payroll, leaves, and other policies that may impact employees.
 
- Manage the maintenance of the agency's position inventory and ensure positions and titles are being used appropriately.
 
- Provide advice and assistance regarding human resources activities to program managers, supervisors, and employees.
 
- Represent the agency and assist with inquiries from control agencies such as the Department of Civil Service, Division of the Budget, Office of the State Comptroller, etc.
 
- Provide insight and opinions on the effectiveness of HR programs and propose ways to improve operations both at Central Office and statewide.
 
- Develop and manage policies and procedures regarding appointments and through managing, ensure appointments are in compliance with Civil Services laws, rules, and regulations, etc. 
 - Manage and coordinate the appointments of Executive level positions and assist with the development and submission of all Budget Director Approval requests.
 
- Develop and manage agency specific forms used for transactions, recruitments, leaves, etc.
 
- Oversee the management of employee records both physical and electronic.

 Minimum Qualifications Promotion:  one year of service as a Human Resources Specialist 2 or Associate Director Human Resources 1.
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
