Duties Description Support response to incidents of network intrusion, while also gaining an understanding of cyber security threats and vulnerabilities across New York State.
Create technical reports with both deep technical details and executive summary information derived from cyber incidents.
Manage and support the NYSIC’s secure lab environment, including all hardware, software, and networking.
Perform advanced computer security testing of systems and applications for client agencies using specialized testing tools, techniques, and procedures.
Serve as the subject matter expert in a defined critical infrastructure (CI) sector(s) and act as the point of contact for that same sector. Maintain established relationships with CI partners while developing additional sector contacts through persistent outreach.
Produce daily, monthly, and ad-hoc reports focused on current cyber threats to New York State, drawing on the latest security threats described in open-source and in reporting from official channels.
Attend meetings/conferences/trainings/seminars to further develop an understanding of cyber crime / cyber terrorism as well as strengthen analytical skills.
Monitor open-source accounts of international and domestic incidents, arrests and legislation as they relate to cyber issues, and ensure that Cyber Analysis Unit (CAU) and New York State Intelligence Center (NYSIC) leadership are kept aware of such developments.
Augment federal-level finished intelligence products by providing further analytical judgments or historical background with relevance to New York, when applicable.
Assist NYSIC staff - both criminal and counter terrorism units and sub-units - in the collection and analysis of information to ensure that developments in cyber and computer/network security are accounted for in NYSIC’s non-cyber focused intelligence production.
Provide oral briefings on current cyber threat environment and other topics as requested by NYSIC customers and partners.
Performance of these duties may require frequent, unscheduled, unpaid overtime including evenings and weekends. Travel to conferences and trainings nationwide may be required.
Minimum Qualifications Master’s degree*
OR
Bachelor’s degree* and one year of relevant experience in incident response, data analysis, or programming related to cybersecurity or computer forensics.
OR
Associate’s degree* and three years of relevant experience in incident response, data analysis, or programming related to cybersecurity or computer forensics.
OR
Five years of relevant experience in incident response, data analysis, or programming related to cybersecurity or computer forensics.
AND
Candidate must be eligible for a national security clearance at the SECRET level or above.
*Qualifying degrees include computer engineering, computer science, cybersecurity, data science, information systems, information technology, mathematics, network engineering, software engineering, or a related subject.
Additionally, the following qualifications will be considered during the resume review and interview processes:
Technical Considerations:
Certifications in related areas such as CISSP, CRTO, OSCP, GPYC, GPEN, GCIH, GCDA, GCTI, AWS Certified Solutions Architect, Microsoft Azure Solutions Architect, Google Professional Cloud Architect, CCNA, CCNP, Linux+, or Oracle OCP DBA.
Ability to build/use simple databases.
Experience in malware analysis.
Experience in computer or network forensics with a working knowledge of forensic methodologies, computer forensic tools, and network forensic tools.
Experience in incident response.
Experience with scripting languages.
Experience as a System or Network Administrator is also preferred.
Professional and Analytical Considerations:
Understanding of internet fraud, scams, identity theft, carding, and cyber crimes.
Understanding of cyber attacks and defenses, and general knowledge of adversaries in cyberspace.
Excellent oral and written communication skills including the ability to clearly articulate computer and information technology concepts to a varied audience to facilitate wide understanding and quality workflow.
Experience in cyber threat intelligence analysis and intelligence product development for critical infrastructure / key resource sectors.
Ability to translate open-source cyber threat reporting into technical and non-technical products for distribution / consumption.
Ability to seamlessly support complex investigations in cyber threat, fraud and cyber-terrorism domains.
**Preference will be given to candidates that have received formal training in cybersecurity, intermediate or advanced analysis, and/or critical thinking.
Minimum qualifications must be met by the closing date of the posting.
