Duties Description Manages all phases of payroll analysis and process activities; supervises, plans, assigns, and reviews the work of subordinate staff in a major functional area; provides guidance and assistance to analysts in conducting fact gathering and analysis; maintains a strong working knowledge of the functionality of the State Payroll system; analyzes system performance and identifies opportunities for system enhancements or modifications to improve workflow or ensure compliance with rules, regulations and laws; oversees quality assurance review of all policy memoranda, such as Payroll Bulletins; ensures a business continuity plan is developed to carry out the mission critical activities for a functional area, cross functional areas, or the entire Bureau; conducts analyses and makes the final determinations for requests involving significant statewide policy; and provides managerial support to manage the overall activities of a functional area.
Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
For 52.6 transfer to a Payroll Analyst 4 (SG-62) you must have one year of permanent competitive in an approved title for transfer allocated to an SG-25 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Payroll Analyst 3.
Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

• Detail orientated, and produces an accurate and timely work product.

• Ability to respond to written inquiries and telephone calls from NYS employees, the Internal Revenue Service, taxing authorities and vendors regarding tax matters.
• Ability to analyze and review, weekly, bi-weekly, monthly, and quarterly tax payments and tax filings.
• Ability to prepare timely, accurate, thoughtful tax and payroll deduction related research.
• Ability to locate, research, communicate, and document any discrepancies or unusual circumstances.
• Ability to reconcile complex business reports and identify discrepancies.
• Ability to engage, develop and provide training and guidance to employees.
• Ability to assess multiple competing priorities.
• Ability to identify, analyze and execute opportunities to automate and streamline business processes.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
