Non-Competitive Qualifications for appointment under the NY HELPS Program:
For appointment to an Information Technology Specialist 2 Programming, you must have:
A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.
OR - A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.
OR - A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.
OR - A total of two years of experience in information technology.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Information Technology Specialist 1 Programing.
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
55b/55c Program appointment:

Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:
• Demonstrated experience in object-oriented programming (3 months) –OR– object-oriented programming coursework (6-11 credit hours).
• Demonstrated experience with SQL is preferred.
• Demonstrated experience with PeopleSoft is preferred.
• Demonstrated experience with programming tools/IDEs (ie: Eclipse, Ultra Editor, etc.) is preferred.
• Demonstrated experience with database management tools (ie: Oracle SQL Developer, PL/SQL Developer, TOAD, etc.) is preferred.
• Proficient at communicating with technical staff and customers alike.
• Strong analytical thinker with excellent troubleshooting and problem-solving skills.
• Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance.
• Demonstrated experience in adapting to new technologies as environment changes.
• Strong self-starter, with ability to pick up quickly on new technologies even when formal training and access to in-house experts are limited.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
