Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as a Program Research Specialist 2 OR one year of permanent competitive or 55b/c service in a title allocated at SG-16 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law OR be reachable on the Civil Service list for this title.
Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to Program Research Specialist 2 if they have standing on the Civil Service eligible list for this title and are currently a New York State employee in a title allocated at Grade 16 or higher.

Duties Description The New York State Education Department’s Office of P-12 Education is seeking candidates for the position of Program Research Specialist 2 in the Office of Accountability. The Office of Accountability oversees accountability of schools and Local Educational Agencies (LEAs) in New York State for student academic results and the use of Federal Elementary and Secondary Education Act (ESEA) funds. The Office works to close the achievement gap by identifying and supporting schools and LEAs that are low-performing, as well as those interested in replicating the best practices of the State’s high performing and high progressing schools and districts. The incumbent of this position will participate and assist in developing research studies related to agency programs using knowledge of current methodology to evaluate, analyze and present findings to management. Other duties of this position include, but are not limited to, the following:
• Organize and merge data from multiple sources from Focus and Priority Schools and Focus Districts;
• Compile and sort data regarding schools and districts to facilitate Diagnostic Reviews;
• Track communications to and from the office;
• Transfer data across platforms using Microsoft Office;
• Engage in and facilitate professional development activities related to the Diagnostic Tool for School and District Effectiveness (DTSDE) process;
• Provide technical assistance on Microsoft Excel to colleagues;
• Assist with components set forth by the approved ESEA waiver;
• Prepare written materials, including correspondence and research documents, to assist in the development and implementation of policies and procedures related to the District and School Review Team; and
• Complete special assignments as directed.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent-contingent appointment. Filling of this position is contingent upon Division of the Budget approval.
*Leads to a maximum salary of $66,494 based on annual performance advances.
