Duties Description Under the direction of the Park Manager 1, SG-18 and Park Manager 2, SG-21 at Taconic State Park, Copake Falls & Rudd Pond, the selected candidate’s duties will include, but not limited to:
Supervises permanent, temporary, and seasonal personnel.
- Orients new staff and trains subordinate seasonal staff on work procedures and practices.
- Schedules, assigns and tracks work, providing clear directions and guidelines.
- Completes performance evaluations and discusses performance expectations with employees in a timely manner. Works with upper management to initiate disciplinary measures as needed.
- Assists staff in performing tasks and resolving work related problems.
- Assists in emergency situations by directing staff and assigning work to mitigate potential problems or incidents.
Performs administrative duties in support of the facility operations.
- Assist park patrons by providing park information, handling complaints, responding to facility use requests and issuing special permits.
- Manages office transactions including collecting funds and reconciling invoices, payments, and receipts.
- Prepares personnel transactions for the hiring and rehiring of seasonal staff.
- Prepares seasonal payroll and approves seasonal timecards for regional office processing.
- Prepares various reports including attendance, revenue, and motor vehicle use requests for both Copake Falls and Rudd Pond.
- Monitors and reconciles transactions for park inventory, requisitions, and purchases for materials, tools, recreational/operational supplies and equipment.
- Performs routine office tasks such as filing, alphabetizing, copying, and using standard office equipment.
- Utilizes various computer software programs such as email, databases, word processing applications, electronic filing systems to complete assignments and maintain organization.
- Ensures safety of patrons by assessing and inspecting facility grounds and infrastructure, assigning routine maintenance assignments, and/or notifying management of hazardous conditions.
- Assist park management with the supervision of lifeguards and swimming operations in-season.
- Supervise and assist with various post-season projects to improve operations, buildings, and grounds.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Two years of experience in the construction, operation, and/or maintenance of a park or recreational facility, one year of which must have been at a supervisory level.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Supervisor 1; if you have less than one year, you must be reachable on the current Park Supervisor 1 eligible list for this location.
70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Park Manager 1, SG 18. Only this title is eligible for 70.1 transfer.

Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
Either 1.
three years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;** one year of this experience must be at a supervisory level;
Or 2.
an associate's or higher level degree*** or 60 college semester credit hours AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.**
**A park, recreational facility, or campus is defined as a location that offers
at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
Additional Comments OPERATIONAL NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must have the ability to communicate effectively with other staff and park patrons.
• Must have the ability to supervise other employees.
• Must have the ability to communicate in writing and comprehend written material.
• Must be available to work nights, weekends, and holidays as needed.
• Must be able to act independently with a minimum of direct supervision.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
