Duties Description This position will be in the Criminal Background Check (CBC) Unit. The incumbent will be responsible for reviewing and analyzing processes that are currently in use by the CBC Unit, including evaluating existing internal protocol and procedures for effective and timely processing of criminal background checks. In addition, the Administrative Specialist will develop recommendations for use by the CBC Unit’s Assistant Directors and Director; such recommendations will be implemented to ensure efficient and timely processing of criminal background checks. The CBC Unit’s Administrative Specialist responsibilities will include maintaining and updating, as necessary, the Justice Center’s CBC procedures, the CBC System User Guide, Pre-Employment Check tab on the Justice Center website.

Minimum Qualifications Current NYS Justice Center for Protection of People with Special Needs employees with permanent, contingent-permanent or 55b/c service as an Administrative Specialist 1 (previously Administrative Assistant) and interested in reassignment; OR current New York State employee with one year or more permanent, contingent-permanent or 55b/c service as an Administrative Specialist 1 (previously Administrative Assistant) OR current New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 12 or above AND eligible for transfer under Section 52.6 or 70.1* or 70.4 of the Civil Service Law.

**Successful completion of the two-year traineeship leads to appointment as an Administrative Specialist 1, SG-18.

NY HELPS Non-Competitive Qualifications: Administrative Specialist Trainee 1: four years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.

Administrative Specialist Trainee 2: Five years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.

Administrative Specialist 1, SG-18: Six years of experience performing or overseeing budget, human resources, and business services activities for an organization or program.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

* A comprehensive list of titles approved for transfer to Administrative Specialist 1 (previously Administrative Assistant) is available in the Division of Human Resources Management or through Civil Service GOT-IT available at www.cs.ny.gov.
