Duties Description Under the direction of an Information Technology Architect 2, within Human Resources (HR) Department, the Data Analyst 2, SG-23, will be responsible for providing leadership on a wide range of projects, from creating dashboards and ad-hoc analyses to leading migration and identifying anomalies in the various data sources. This position will be supporting the transition to Workday. The successful candidate will play a key role in data management, data analytics/reporting, and data ingestion for the HR team.
Specific duties shall include, but are not limited to:
•Lead and provide subject matter expertise for the data aspects of the Workday migration, from the projects to establish APIs to data modeling to reporting configuration.
•Establish an expert understanding of various New York State data sources and their relationship with each other.
•Develop, maintain, and update dashboards, ad hoc reports, and visualizations to support HR and agency reporting needs.
•Define data needs, meet project objectives, and streamline data collection processes in collaboration with cross-functional teams.
•Develop methodologies, data definitions, and processes clearly for future reference and team awareness.
•Lead data migration, data integration, and quality assurance initiatives as needed.
•Implement and continuously improve data reliability checks, including validations, anomaly detection, and alerting for identified issues.
•Analyze and proactively propose recommendations based on data trends, patterns, anomalies, or areas of opportunity to utilize data more effectively.
•Implement data pipelines (including APIs), data models, and ETL, as needed, to ensure data flows into Workday effectively in collaboration with the development team.
•Collaborate with the Business Systems Analyst 2 to document requirements, data models, and design solutions.
Minimum Qualifications Non-competitive: seven years of experience* in data visualization, and statistical models and data mining
*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
Preferred Qualifications:
Preference for candidates holding relevant technology analyst certification, including but not limited to:
•At least a bachelor’s degree in computer science, analytics, or data science.
•5+ years of hands-on experience with SQL and ETL processes.
•Experience integrating with diverse data sources, relational databases such as Postgres or SQL Server, flat files, APIs, and cloud object storage
•Advanced expertise in data analysis and visualization tools (e.g., Excel, Tableau, Power BI, SAS, R, or Python).
•Excellent verbal and written communication skills to effectively document and relay issues to cross-functional teams for resolution.

• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
• Appointment to this position is not final until all agency approvals have been granted

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay. to permanent non-competitive and the official probationary period will begin.
