Duties Description Under the direction of the Director of Human Resources (HR), the Information Technology Specialist 3 (SG-23) will be responsible for coordinating the implementation of HR applications, with minimal traditional coding needed, to meet the needs of ITS HR. The role will collaborate with the Information Technology Architect 2 and business stakeholders to ensure applications meet users’ needs. The role will also be responsible for supervising staff within the HR IT team.
Duties include, but are not limited to:
• Administer the HR Workday system, focusing on complex configuration, security architecture, advanced workflows and data management strategies.
• Implement solutions integrating multiple data sources and services, including API and REST services, with a focus on security and performance optimization.
• Partner with HR, other ITS teams, and external vendors on system optimization projects and process improvements.
• Troubleshoot and resolve system issues, working with internal teams, external vendors and the HCM vendor's support organization as needed. This includes root cause analysis and preventative measures.
• Propose and implement new interfaces, customizations, extensions, and 3rd party applications.
• Identify opportunities to streamline and automate HR processes through system capabilities and integrations.?
• Monitor vendor and systems service levels to ensure agreed upon standards and deliverables are met or exceeded.
Minimum Qualifications Minimum Qualifications:
Promotion: One year of permanent competitive service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator OR in a position at SG-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.

and/or maintaining New York State residency within six months of hiring.

Preferred Qualifications:
Preference for candidates with skills including, but not limited to:
• 3+ years of experience with increasing responsibility supporting ITS systems such as Chronos or PeopleSoft or other SaaS systems.
• At least a bachelor’s degree in computer science, analytics, or a related field.
• Well-developed analysis and problem-solving abilities, adept at thinking critically about software and its potential flaws to resolve issues.
• Excellent communication skills to effectively document and relay issues to cross-functional teams for resolution.
• Intuitive understanding of turning ideas into working applications using a drag-and-drop visual environment.
• Ability to adapt to new features and updates on low-code platforms.
