Duties Description The Office of Mental Health is recruiting to fill an Associate Health Care Fiscal Analyst, G-23 position in the Strategic Finance and Managed Care Group, Bureau of Managed Care and Data Analytics, Billing Unit. This Division monitors the managed care service-delivery and payment system for mental health, evaluates health plans' performance, and calculates and implements the rate for the services delivered by OMH licensed providers in both Fee-for-service and Managed Care systems.

The candidate must demonstrate the ability to translate complex fiscal and billing concepts in ways that can be understood by a variety of audiences. The incumbent will be required to interact with internal and external organizations (e.g., OMH financial, program and clinical staff, other NY State government agencies, and health insurance plans) so strong written and oral communication skills are required. The incumbent must have strong organizational, interpersonal, and analytical skills, with the ability to manage multiple priorities and meet deadlines.

The successful candidate will work as part of a multidisciplinary team, supporting data, fiscal, and billing-related activities included in the Children’s Redesign to improve the delivery of behavioral health services. This candidate should have a strong background in government-sponsored healthcare finance or medical billing.

Duties for this position include:
- Coordinate and collaborate with other state agencies to provide billing education for providers.
- Identify billing challenges for providers to develop resources and provide technical assistance
- Assist with internal and external processes related to provider payment complaints and billing guidance related to Medicaid managed care.
- Assist in developing and monitoring of the redesign of the children’s services for individuals who have mental health needs including reviewing regulations, and policies to identify pertinent billing and finance related issues and assess their programmatic and financial impact.
- Support and coordinate with data and fiscal team on the Network development work related to the children’s service redesign.
- Communicate and assist in developing briefings for key executive leadership on systemic MCO issues related to claims denial issues, provider viability, or member access issues.
- Other duties as assigned

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Transfer:
Candidates must have permanent status as an Associate Health Care Fiscal Analyst and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
