Duties Description The Office of Mental Health is recruiting to fill an Associate Health Care Fiscal Analyst, G-23 position in the Strategic Finance and Managed Care Group, Bureau of Medicaid State Plan Finance & Data Analysis, Residential & Rehabilitation Unit. This unit is charged with the responsibility to focus on rate setting activities necessary to plan the redesign of the mental health service infrastructure for children in New York State. The incumbent will be tasked with Duties and responsibilities including, but not limited to:
• Compile current rate structures to inform rate development.
• Analyze the rate sufficiency for each service (waiver and EPSDT services).
• Conduct rate development for State Amendment Services and other services.
o Work with programs on staffing requirements for each service.
o Propose the rate and project the fiscal impact.
o Review other states’ rates.
o Facilitate DOH and DOB review and approval for the rate packages.
• Prepare State Plan Amendment package.
o Develop the federal public notice.
o Produce federally required fiscal impact draft.
o Draft advanced rate amendment responded to CMS RAI/other federal briefings.
• Begin to draft rate and Billing guidance.
o Billing logistics development (rate codes, procedure codes, modifiers, etc.)
o Develop billing guidance for providers and plans.
o Facilitate DOH and DOB approvals for billing guidance.
Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.
Transfer:
Candidates must have permanent status as an Associate Health Care Fiscal Analyst and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
