Duties Description The Human Resources Specialist 2 duties in the Bureau of Human Resources Management will include but are not limited to the following:
•Participate in the examination and development process with control agencies and other department staff, as needed.
•Work with Divisions to provide assistance concerning appointments, promotions, and transfers.
•Prepare classification requests while working with Civil Service and Division staff as needed.
•Train, evaluate, mentor, supervise, and lead staff to provide guidance and support regarding recruitment, classification, and examination requests.
•Prepare routine HR reports and correspondence with Executive, Division Managers, Customers, etc.
•Complete / review position recruitment process including but not limited to preparing and posting job vacancies, reviewing applicant results and determining eligibility, canvassing appropriate eligible lists, and reviewing hiring packets.
•Work with Divisions to identify staffing needs and solutions for hard-to-fill positions.
•Participate in other special projects, as assigned.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-23 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 1.
Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
