Duties Description The Office for People With Developmental Disabilities (OPWDD) provides high-quality, person-centered services, supports, and advocacy to approximately 135,000 + individuals with developmental disabilities in New York State. The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency's mission of helping families and people with developmental disabilities live richer livers. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on agency priorities.

Budget Services is also responsible for developing spending plans for the district offices, Institute for Basic Research (IBR) and a variety of Aid to Localities (ATL) programs, such as Family Support Services and Individual Support Services; allocating and monitoring the use of resources on Personal Service, Non-Personal Service and ATL programs; assisting in allocating and monitoring the use of residential and non-residential development resources; assisting in the development of allocation methodologies for new resources, and the implementation and monitoring of budget initiatives and the agency spending control process.

Under the direction of the Chief Budgeting Analyst, the Supervising Budgeting Analyst will:
• Oversee and support the development of fiscal management strategies.
• Supervise up to three (3) team members.
• Develop fiscal analyses and recommendations for the Director of Budget Services.
• Be responsible for monitoring Medicaid expenditures and trends, establishing and maintaining fiscal controls over expenditures.
• Be responsible for monitoring General Fund Non-Medicaid expenditures and trends, establishing and maintaining fiscal controls over expenditures.
• Develop queries to extract fiscal and/or program details from a variety of platforms including Salient, Medicaid Data warehouse, Statewide Financial System and other OPWDD systems.
• Develop cost projections and reports for various agency initiatives and provider operations.
• Assist in the development, presentation, and implementation of the agency's budget request.
• Assist with close-out activities.
• Review and respond to requests for information from the Division of Budget (DOB), agency leadership, and other agency units.
• Assist with special assignments as needed.

Minimum Qualifications Candidates must be reachable for appointment from the current Civil Service eligible list.
OR
Transfer: Candidates must have permanent competitive status in the posed title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

PREFERRED QUALIFICATIONS:
Preference will be given to candidates who possess:
• Strong managerial skills;
• Strong analytical, communication and presentation skills;
• Strong computer skills, particularly as it relates to Microsoft applications such as Word, Excel, Access, PowerPoint and other related programs;
• Ability to gather, organize, and present pertinent data to leadership in a succinct manner;
• Ability to prepare and evaluate expenditure and other financial reports.
Additionally, preferred candidates must be able to work in a fast-paced environment and handle competing, high priority assignments.
