Duties Description The Habitat Protection Section Head provides programmatic direction and administrative oversight for a variety of programs that protect fish and wildlife habitats within the Division of Fish and Wildlife’s (DFW) Bureau of Habitat. The position directly supervises the Freshwater Wetlands Program Manager, Aquatic Habitat Program Manager, the Energy Unit Leader, and the Major Projects Unit Leader. In total, the Habitat Protection Section (Section) includes four units with Biologists, Environmental Program Specialists, Fish and Wildlife Technicians, and contract employees.

Duties

•Oversee the development and implementation of the regulatory habitat protection programs administered by DEC, including Article 24, Article 15, and Water Quality Certification.

•Oversee habitat protection review of proposed energy generation and transmission projects by coordinating within DEC (other bureaus within DFW, the Division of Environmental Permits, and the Division of Water) and outside DEC (e.g., the Office of Renewable Energy Siting and Electric Transmission, and the Federal Energy Regulatory Commission).

•Oversee administration of grant programs related to aquatic organism passage.

•Oversee Section planning, programming, personnel, and budgeting, including the development of operating plans that include analytical metrics for each program/unit within the Section.

•Provide supervision and guidance to program managers/unit leaders within the Section. Encourage professional development by team members within the Section so that team members can pursue career goals.

•Participate in decision-making for management of the Bureau of Habitat, including strategic planning, operational work planning, personnel management, and budgeting.

In fulfilling the duties listed above, the incumbent should have the following competencies:

Personal - Candidate must have stellar interpersonal skills with an ability to foster and maintain excellent working relationships with both internal and external stakeholders Finally, the candidate must have rigorous scientific training and experience in fish and wildlife ecology and should be prepared to keep abreast of innovations and emerging scientific and technical discoveries in habitat protection, management, and restoration.

Management - Candidate must foster teamwork, inclusiveness, collaboration, innovation, and respect among team members. In addition, the candidate must be able to recognize and highlight innovative work that advances the Section’s mission and recognize and highlight potential future challenges that might be looming for the work of the Section.

Leadership - Candidate must have a record of exercising leadership to change and improve outcomes on behalf of the fish and wildlife resource, and staff who work in service of this goal. In addition, the candidate should be willing to actively participate during Bureau Leadership Team (BLT) meetings to support colleagues while using innovative and critical thinking to help the Bureau improve and develop. Finally, the candidate should have a proven ability to exercise informal authority to achieve positive results for fish and wildlife resources.

Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 23 or higher and either:

Eligible for transfer under Section 70.1 - One year of permanent competitive service as a Biologist 3 (Aquatic), (Ecology), (Marine) or (Wildlife), SG25.
or

Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website http://www.cs.ny.gov/ and search for your title under GOT-IT.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
