Duties Description DUTIES:
The Auditor 3 duties in the Division of Cemeteries will include but are not limited to the following:
• Supervise the divisions Auditor 2’s.
• Manage the divisions audit teams statewide.
• Supervise/collaborate with Auditor 2’s and Auditor 1’s to perform field examinations and prepare reports, Including possible responses to subpoenas and testimony in cases of suspected fraud or misappropriation of funds.
• Supervise/collaborate with Auditor 2’s and Auditor 1’s in complex field examinations (large cemeteries) with complex investments, examinations where a long time has elapsed since cases of suspected fraud or misappropriation of funds.
• Supervise/collaborate with Auditor 2’s and Auditor 1’s efforts to implement audit recommendations and work with cemeteries, local officials, and other division staff to attempt to avoid cemetery abandonment.
• Design and implement training and technical assistance models to help regulated cemeteries, comply with financial legal requirements, and adopt sound internal controls and best practices.
• Work with Director and Assistant Director on special projects and initiatives geared toward improving the efficiency of audits, review of applications by cemeteries, desk audits (review of cemetery annual reports), and other financial functions of the division, with an eye to reducing the regulatory burden on cemeteries.
• Manage division’s service charge review function.
• Manage division’s field examination and desk audit (annual report review) functions.
• Review audit reports and other findings for presentation to the New York State Cemetery Boards and communicate with the public and cemetery officials concerning cemetery financial matters, laws, and regulations.
Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-25 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent, contingent permanent, or 55 B/C service as a/an Auditor 2.
Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
