Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill an Architect 1, Grade 24 position. The Architect 1 will plan and coordinate a continuous program of acquisition and construction of new facilities, and the rehabilitation and improvement of existing facilities. At any given point there averages over 600 active capital projects valued over $2 billion dollars at all OMH facilities.

Specific duties to be performed may include, but are not limited to, the following:

Prepare annual capital budget requests for specific projects and programs. Assist in developing annual spending plans.

Prepare work scopes, conduct approval reviews of project plans and specifications, manage and track projects through the design and construction process. Utilize and maintain project records in the project management system.

Plan, direct and coordinate consulting services contracted through the Dormitory Authority of the State of New York (DASNY), Office of General Services, and OMH to resolve code and regulations violations and establish and maintain compliance management.

Perform functions related to land use including maintenance of records for OMH facilities including building foot print, building square footage, floor and roof areas, campus acreage. Land surveying data management.

Participate and assist with the selection of projects necessary to maintain The Joint Commission accreditation, meet fire safety and security system requirements, preserve the physical plant and infrastructure, enhance the program offered to OMH clients, and ensure the health and safety of clients, staff and visitors at OMH facilities. Assist in the planning, project development and implementation of fire safety and security systems, and other critical OMH program initiatives.

Minimum Qualifications •Non-Competitive Minimum Qualifications Under the NY HELPS Program: New York State Professional Architect’s License and current registration.

Transfer:
Candidates must have permanent status as a Architect 1, Grade 24, and be eligible for lateral transfer; OR be eligible for transfer via Section 70.1 of the Civil Service Law by having least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.


Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Specific scheduled hours and telecommuting availability for this position will be discussed during the interview process. Please note, employees are required to apply and obtain approval through management to telecommute according to operational needs and Agency Telecommuting Program Guidelines.
