Duties Description The New York State Education Department’s (NYSED’s) Office of Education Policy is seeking candidates for a Plant Utilities Engineer 2 position in the New York State School for the Deaf. Duties of this position include, but are not limited to, the following:
• Supervise Plant Utility Engineer 1 and lower-level maintenance staff engaged in plant operations, maintenance and repair functions;
• Schedule, plan, and supervise the activities of skilled and semi-skilled employees and contractors involved with plant operations, maintenance, and repair activities;
• Inspect plant equipment and operations to ensure proper maintenance, scheduling, and safe and efficient operations;
• Provide training, instruction and assistance to staff in the performance of tasks, and implement changes in procedures to improve efficiency;
• Inspect plant equipment and operations to ensure proper maintenance, scheduling, safe and efficient operations;
• Prepare estimates of materials, parts needs and costs; direct ordering of materials, equipment and parts; and maintain tool and equipment inventories per applicable policies and standards;
• Supervise and coordinate the handling of various types of hazardous materials and the response to any incidents having potential environmental impact or safety concerns;
• Identify budget requirements, including staff, repair, maintenance, materials, and equipment needs; make recommendations to assist with preparation of annual operating budgets;
• Enforce energy conservation protocols and supervise the installation and modification of equipment to obtain peak energy efficiency; and
• Assist Maintenance Supervisor 3 and provide backup as needed.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Plant Utilities Engineer 1.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointments, candidates must be a current New York State Education Department employee AND have one year of permanent service as a Plant Utilities Engineer 1. Provisional candidates must take the examination for Plant Utilities Engineer 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.
It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Plant Utilities Engineer 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services, a background check with the Office of Children and Family Services and clearance from the Justice Center Staff Exclusion List is required for employment. Fees associated with this process are at the applicant’s expense. Fees associated with fingerprinting do not apply if applicant’s fingerprints exist in the NYS TEACH System. The hours of the position are Monday through Friday, 7:00am to 3:30 pm (hours include a half hour unpaid lunch period).
This position leads to a maximum salary of $76,359 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
