Duties Description The Health Program Administrator 1 will provide supervisory oversight of the contract management coordination and support to operations within the Office of Primary Care and Health Systems Management (OPCHSM). This position will serve as a Program Lead which includes the oversite of all aspects of grant processing and the Contract Managers associated with that program. The focus for this position includes supervision of the following activities: grant management, contract development, financial management and reimbursement, reporting, and financial analysis. This position will also serve a liaison between the program team and internal/external stakeholders and assist with other duties within AMSG as needed.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one or more years of permanent or contingent permanent service as a Health Program Administrator 1, SG23 OR Current NYS employee with one or more years of permanent or contingent-permanent competitive service in a salary grade at or above G21 and eligible for transfer via Section 52.6 or Section 70.1 of the NYS Civil Service Law.
Preferred Qualifications: "Preferred Qualifications: The preferred candidate will have the following knowledge, experience and skillset:
Knowledge:
- NYS procurement guidelines, policy and procedure.
- Division of Budget guidelines and State Finance Law.
Experience:
- Project Management
- Procurement, Account Payable and Budgeting
- Use of the Statewide Financial System (SFS) and GrantsGateway.
Skillset:
- Proficiency in the use of Word, Excel, Access, and PowerPoint.
- Ability to work well with a team and manage multiple competing priorities is required
- Strong written and verbal communication skills
